Issue Detail: Staff recommends Council approve an agreement with MRPE, Inc., for the preparation of a master plan, combining Drainage Basins 33 and 34, that provides a comprehensive assessment of the hydraulic condition of the drainage collection systems. Preparation of a drainage master plan for Basins 33/34 will include system characterization, hydraulic modeling, alternative analyses, and a recommended capital improvement program.
In 1992, a pilot study, including a skeletonized hydraulic model, was completed by Kennedy/Jenks for Basins 33 and 34. The hydraulic model was based on: 2, 5, and 10-year frequency, 6-hour duration design storms; existing land use conditions; and various general assumptions.
Since completing the 1992 drainage study, several significant developments have impacted the hydraulics within Basin 33, and the Department of Utilities (DOU) hydraulic and operational design standards have been updated. In 2013 and again in 2017, MRPE, an engineering consulting firm, was selected using a general on-call agreement to expand and update the original Basin 33 model using current DOU standards.
