Pass a Motion authorizing the City Manager or the City Manager's designee to execute Supplemental Agreement No. 2 to City Agreement 2016-1428 with NV5 to provide engineering services for the 3rd Street Relief Sewer, for an amount not-to-exceed $130,000 bringing the agreement's total not-to-exceed amount to $730,760 and extending the agreement term through December 1, 2020.

Description/Analysis

Issue Detail: Staff recommends Council approve Supplemental Agreement No. 2 with NV5 to complete the remaining tasks for bidding and engineering construction assistance, and design and engineering services, required to complete the design of the 3rd Street Relief Sewer Project (Project). This Project will provide additional wastewater conveyance capacity from proposed development within the Downtown Railyards area; the River District separated sewer area; and from adjacent areas in the Central Business District.

Policy Considerations: The proposed supplemental agreement exceeds the City Manager's approval authority, requiring Council approval per City Code 3.64.040. This work is consistent with the criteria set forth in the DOU Capital Improvement Project Programming Guide to rehabilitate, replace, and expand critical infrastructure to ensure reliability and safety.

Economic Impacts: None.

Environmental Considerations: Per the California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3), approval of the proposed Supplemental Agreement is exempt from the CEQA, und...
