Pass a Resolution: 1) finding that it is in the best interests of the City to suspend competitive bidding; 2) suspending competitive bidding; and 3) authorizing the City Manager or the City Manager's designee to execute an agreement with the Sacramento Regional Conservation Corps for litter abatement services in an amount not to exceed $156,000, for an initial three-year term with the option to renew one additional year provided that sufficient funds are available in the adopted budget for the applicable fiscal year.

Description/Analysis
Issue Detail: The Department of Public Works, Recycling and Solid Waste Division is responsible for removing illegal dumping in the public right-of-way, roadside shoulders, and City-owned vacant lots in the City limits during normal business hours. Certain areas requiring litter to be hand-picked are inaccessible by Recycling and Solid Waste equipment and require hand crews. Staff recommends contracting with the Sacramento Regional Conservation Corps (SRCC) to provide hand crews for litter abatement and clean-up of these areas.
SRCC would provide litter abatement services twice a month for the term of the agreement.
Policy Considerations: This agreement with the SRCC is in line with the City's vision of youth enrichment by providing vocational training programs to area at-risk youth with education, job skills training and work experience opportunities and SRCC provides these services in a cost-effective manner.
