Pass a Motion authorizing the City Manager or the City Manager's designee to execute Supplemental Agreement No. 1 to City Agreement 2018-0439 with Stantec Consulting Services, Inc. for engineering services to complete the McKinley Water Vault project, for an amount not-to-exceed $201,993, bringing the agreement's total not-to-exceed amount to $1,528,445.

Description/Analysis

Issue Detail: Staff recommends Council approve Supplemental Agreement No. 1 with Stantec Consulting Services, Inc. (Stantec), for additional analysis and bid services to complete the McKinley Water Vault project.

Policy Considerations: The proposed supplemental agreement exceeds the City Manager's approval authority, requiring Council approval. This work is consistent with the criteria set forth in the Department of Utilities (DOU) Capital Improvement Project Programming Guide to rehabilitate, replace, and expand critical infrastructure to ensure reliability and safety.

Economic Impacts: None.

Environmental Considerations: On October 9, 2018, the City Council certified (Resolution No. 2018-0401) the environmental impact report (EIR) and adopted the mitigation monitoring program (MMP) that evaluated the physical effects on the environmental from development of the McKinley Water Vault Project. The EIR and MMP were prepared and acted upon in compliance with the California Environmental Quality Act (CEQA).
