Recommendation
Pass a Motion authorizing the City Manager or the City Manager's designee to execute a professional services agreement with California Advisors, LLC (Cal Advisors) at a retainer of $12,000 per month for a total of 24 months. The agreement also provides for up to three optional one-year extensions for the same monthly amount. The total amount of the contract for five years is a not to exceed amount of $720,000.

Description/Analysis

Issue Detail: The City has a need for state legislative advocacy services. The previous legislative advocacy services contract is due to expire on November 30, 2018. After issuing a Request for Proposals, the City has determined to enter into a contract with CalAdvisors.

Policy Considerations: The action requested herein is in compliance with City Code 3.64, requiring City Council to authorize execution of agreements over $100,000.

The City's legislative advocates facilitate the implementation of the City's legislative platform adopted annually by the City Council.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act / National Environmental Policy Act: The action requested herein is not subject to the provisions of CEQA under the general rule (Section 15061) in that CEQA applies only to projects that have the potential for causing a significant effect on the environment.

Approval of executing an agreement will have no effect on the environment and is therefore exempt from CEQA.

Sustainability: None.
