Pass a Motion authorizing the City Manager or the City Manager's designee to execute a Professional Services Agreements with 1st Choice DVBE for an amount not-to-exceed $300,000, for up to four years of Labor Compliance Augmentation and Contract Administration services for construction of Capital Improvement Projects, including but not limited to the Accelerated Water Meter Project.

Description/Analysis

Issue Detail: Staff recommends Council approve an agreement with 1st Choice DVBE to provide labor compliance monitoring services for Department of Utilities construction projects. The Consultant will ensure that the City meets regulatory requirements mandated by City Code.

Labor compliance activities include, but are not limited to, field interviews with employees at the project job site, review of certified payroll and apprenticeship documents, investigation of prevailing wage violation complaints, processing and reconciliation of contractor pay request applications, facilitating the project closeout process, and providing technical assistance and administrative support to staff, and contractors, related to labor compliance.

Policy Considerations: City Council approval is required for professional service agreements of $100,000 or more, per City Code 3.64.020.
