Description/Analysis

Issue Detail: The Ends: Global Ends policy outlines the outcomes that the council wishes to achieve.

Policy Considerations: The Governance Ad Hoc Committee was established to develop policies designed to define the expectations and boundaries for the City Council and staff that report to the City Council.

Economic Impacts: None.

Environmental Considerations: Not applicable.

Rationale for Recommendation: On October 17, 2017 the Mayor created the Governance Ad Hoc Committee and appointed Councilmembers Carr (Chair), Harris, and Jennings. The purposes of the Governance Ad Hoc committee are to:

* Assist the council in developing policies which define and prioritize the results to be attained and the conditions and actions to be avoided by those reporting directly to the council;
* Assist the council in developing delegation policies to its direct reports as well as to develop policies on the council's governance process;
* Assist the council in organizing the policies in such a way that the policies are easily retrievable and reviewable by both council members and the public;
* Assist the council in incorporating those sections of the Council Rules and Procedures which do not directly address conduct of council meeting into appropriate policies; and
