Pass a Motion: 1) authorizing the City Manager or the City Manager's designee to execute Supplemental Agreement No. 2 to City Agreement PRC001092 with Forensiclean for Clean-Up Services for the period of January 30, 2021-June 30, 2021 for an amount not-to-exceed $195,000; and 2) approving two one-year renewal options in an amount not-to-exceed $400,000 per year, bringing the total not-to-exceed amount to $1,275,000 over the maximum three-year term providing sufficient funding is available in the applicable Fiscal Year.

Description/Analysis

Issue Detail: The City has a continuing need for cleanup of waste, debris and property at Department of Utilities (DOU) critical infrastructure.

An increase in the discarded personal property at DOU Water and Drainage critical infrastructure has impacted the day-to-day maintenance operations, the safety of DOU staff, the level of service provided to citizens, and the overall appearance of the waterways. These sites accumulate significant amounts of waste including, but not limited to, bikes, paper trash, and grocery carts, and a coordinated effort is necessary for the disposal of this waste. Waste and debris can further plug screens within waterways causing localized flooding. Additionally, the abundance of human waste and needles found at these sites presents a serious public health risk, especially to our waterways.

This supplemental agreement will allow DOU to continue the expanded and enhanced mitigation activities.
