Additional Description/Analysis
IssueDetail
Issue Detail: The chairperson (or vice-chairperson in the absence of chair) is responsible for presiding at all meetings and charged with equally applying rules of conduct, ensuring parliamentary procedure is followed, compliance with the Brown Act, and that the scope and work of the board is accomplished. Rosenberg's Rules of Order outlines parliamentary procedure and the Sacramento City Code outlines the scope of the Utility Users Tax Appeals Board. The order and conduct of business are also governed by the City of Sacramento Council Rules of Procedure.

Any member may nominate a fellow member or themselves for chairperson or vice-chairperson. Once a nomination has been made for chair, the legislative body shall vote on that nomination. It is common practice that the nomination for vice chair shall follow, and the legislative body would then vote on that nomination. A majority of members present is necessary to pass a motion selecting a chairperson and a vice-chairperson.
