Recommendation: Adopt a Resolution: 1) authorizing the Interim City Manager or designee to establish Franklin Boulevard Complete Streets Phase 3 (T15255600) as a new Capital Improvement Project; 2) authorizing the Interim City Manager or designee to increase the revenue and expenditure budget of the Franklin Boulevard Complete Streets Phase 3 Project (T15255600) by $1,157,000 (Other Capital Grants, Fund 3704); 3) authorizing the Interim City Manager or designee to increase the expenditure budget of the Franklin Boulevard Complete Street Phase 3 Project (T15255600) by transferring $640,000 (Major Street Construction, Fund 2007) from the State and Federal Grant Match Project (T15007200); 4) authorizing the Interim City Manager or designee to increase the expenditure budget of the Franklin Boulevard Complete Street Phase 3 Project (T15255600) by transferring $244,307 (Block Grant, Fund 2700) from the Franklin Boulevard Complete Street Project (T15165500); 5) awarding a Professional Services Agreement for an amount not to exceed $1,325,822 with Bennett Engineering Services, Inc. for the Franklin Boulevard Complete Street Phase 3 Project (T1525600); and 6) authorizing the Interim City Manager or designee to execute a Professional Services Agreement for an amount not to exceed $1,325,822 with Bennett Engineering Services, Inc for the Franklin Boulevard Complete Streets Phase 3 Project (T15255600).
