Recommendation: Adopt a Resolution: 1) authorizing the City Manager or designee to increase the revenue and expenditure budgets of the Franklin Blvd Complete Streets Phase 3 (T15255600) by $420,000 (Other Capital Grants, Fund 3704); 2) authorizing the City Manager or designee to execute Supplemental Agreement No. 1 to City Agreement No. 2025-0654 with Bennett Engineering Services, Inc., for an amount not-to-exceed $282,177, bringing the agreement's new total not-to-exceed amount to $1,607,999; and 3) resetting the City Manager's or designee's administrative authority to issue supplemental agreements with Bennett Engineering Services, Inc. for City Agreement No. 2025-0654.

Issue Detail: The City of Sacramento has completed preliminary design and environmental clearance for the Franklin Boulevard Complete Street project, which proposes a lane reduction and active transportation improvements between Sutterville Road and 38th Avenue. The segments between Sutterville Road and 32nd Avenue were advanced through design as "Phases 1 and 2" and is currently under construction. This project is the "Phase 3" project, located between 32nd Avenue and the city/county limits near 38th Avenue, and is the final phase of the larger corridor vision.
