Recommendation: Conduct a public hearing and upon conclusion, adopt an Ordinance adopting the Youth Lemonade Stand Deregulation Act, amending the Business License Code to exempt driveway-based lemonade operations from commercial zoning permits, health inspections, and corporate income taxes, provided the product contains real sugar and the operators are under four feet tall.
