Description/Analysis

IssueDetail

Issue Detail: The Fire Department has ongoing requirements to provide Advanced Life Support (ALS) services to the residents of the City of Sacramento and the surrounding areas, along with the additional need for disaster response capabilities as the sponsoring agency for Urban Search and Rescue (US&R), California Task Force Seven (CA-TF7).

In providing ALS services, the Fire Department is required by the Sacramento County Emergency Medical Services Agency (SCEMSA) to use specialized equipment such as, but not limited to, monitors in treating adult and pediatric patients. To ensure the safety and well-being of the public and the Emergency Medical Services personnel, the Fire Department utilizes monitors and defibrillators during medical aid responses. Using this equipment requires regular maintenance and repairs, as well as purchase of  their corresponding accessories.

The standard life cycle for monitors is between five and seven years. Several pieces of equipment have reached or will reach the end of their life cycle during the contract term and will require replacement to ensure public safety.

PolicyConsiderations

Policy Considerations: The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a two-thirds vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on September 17, 2026, in compliance with the City Code.

The recommendations in this report are in accordance with provisions of City Code Section 3.56.240, which authorizes the City Manager, where advantageous to the City, to utilize cooperative purchasing agreements approved by the City Council to purchase supplies or nonprofessional services through legal contracts of other governmental jurisdictions or public agencies without separate competitive bidding by the City.

RationaleforRecommendation

Rationale for Recommendation: Staff recommends awarding a contract with Zoll Medical Corporation to purchase monitors, accessories, and related medical equipment and supplies, with a total expenditure not to exceed $6,000,000 through February 9, 2030.

The  Fire Department has historically utilized Savvik Buying Group cooperative agreements for prior purchases. However, after reviewing available cooperative procurement options, staff have determined that utilizing the NPPGov Cooperative Procurement Agreement with Zoll Medical Corporation will provide the most advantageous and economical purchasing mechanism for the City. Under the NPPGov agreement, member agencies receive competitively bid, publicly solicited pricing, as established through a Lead Public Agency procurement process, eliminating the need for a separate Request for Proposal (RFP) process and reducing administrative time and cost.

FinancialConsiderations

Financial Considerations: Sufficient funding exists in  the approved Fire Department Capital Improvement Program Advanced Life Support Equipment Program (F12000200) for FY2026/27  purchases of monitor/defibrillators. Future purchases using this agreement  are subject to available funding in the adopted operating, capital, multi-operating, or grants budget for the applicable fiscal years.

Local Business Enterprise (LBE): The City’s LBE program does not apply to cooperative purchasing agreements resulting from another public agency’s competitive bid process.
