IssueDetail

Issue Detail:

In February 2020, the City Council accepted the Franklin Boulevard Complete Street Plan as the City’s guide for the reconfiguration of Franklin Boulevard between Sutterville Road and the city/county limits near 38th Avenue. The Franklin Boulevard Complete Street Project will transform the roadway into an active transportation corridor that serves all modes of transportation.

The Franklin Boulevard Complete Street Plan was separated into three phases of project segments for implementation:

•                     Segment 1 - between Sutterville Road/12th Avenue and 19th Avenue

•                     Segment 2 - between 19th Avenue and 32nd Avenue

•                     Segment 3 - between 32nd Avenue and 38th Avenue

Segments 1 and 2 were combined and constructed as a part of the Franklin Boulevard Complete Street Project (T15165500). The Franklin Boulevard Complete Street Project completed construction this year. Segment 3 is being delivered separately as the Franklin Boulevard Complete Street Phase 3 Project (T15255600).

Extensive outreach was performed for all three phases of the Franklin Boulevard Complete Street Projects. The community members and businesses, led by the Franklin Boulevard Business District, approached the City to bring traffic calming and pedestrian safety to their community over a decade ago, and continue to support the improvements of the project into Phase 3.

The Franklin Boulevard Complete Street Phase 3 project is the final segment to transform Franklin Boulevard into a street that equitably serves all modes of transportation within the South City Farms and North City Farms Neighborhoods. Within project limits, Franklin Boulevard is a four-lane, north-south arterial corridor with a center left turn lane, long pedestrian crossings and no bicycle lanes. The existing sidewalks have no landscaping or City street trees.

This Project includes a reduction in the number of travel lanes from four to two, a center two-way left turn lane, and installation of Class IV separated bikeways, trees and landscaping. Additional improvements include will install new sidewalk, pedestrian-scale lighting, ADA compliant curb ramps, signal improvements, and on-street parking where appropriate.

Overall, these improvements will close a critical gap in Sacramento's pedestrian and bicycle networks while enhancing safety, calming traffic, improving accessibility, and creating a more comfortable corridor for residents, businesses, and visitors.

The purpose of this item is to provide information to the Active Transportation Commission about the Franklin Boulevard Complete Street Phase 3 Project and receive feedback on the bike and pedestrian improvements.

PolicyConsiderations

Policy Considerations: The Project is consistent with the City’s 2040 General Plan goals and key policies of promoting safety and enhancing livability, sustainability, and economic vitality. The Project promotes barrier removal (General Plan M-1.16), walking safety (General Plan M-1.19), application of safety (General Plan M-4.1), and bicycle safety (General Plan M-1.18).

This project is also consistent with the City’s Vision Zero efforts, the goal of which is to eliminate traffic fatalities and serious injuries (Resolution No. 2017-0032). Franklin Boulevard is on the High Injury Network, and this project will calm traffic, create new bicycle facilities which are separated from moving vehicles, and improve pedestrian crossings.

Economic Impacts: None.

EnvironmentalConsiderations

Environmental Considerations:

California Environmental Quality Act (CEQA): City Council adopted the Franklin Boulevard Complete Street Mitigated Negative Declaration and Monitoring Plan on February 4, 2020 (Resolution No. 2020-0039).

National Environmental Policy Act (NEPA): Caltrans issued a Categorical Exclusion for the Franklin Boulevard Complete Street project on March 16, 2020.

Sustainability

Sustainability: The transportation sector accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. The City’s Climate Action and Adaptation Plan includes several implementation measures to reduce vehicle trips and increase transit and active modes. The project under development would support the implementation of the Climate Action and Adaptation Plan by providing enhanced pedestrian and bicycle connections and reducing vehicular trips. These actions will reduce greenhouse gas emissions and help improve local air quality.

Commission/Committee Action

Commission/Committee Action: On November 9, 2017, the Franklin Boulevard Complete Street Project (Phases 1, 2, and 3) was presented to the City County Bicycle Advisory Committee (now, the Active Transportation Commission), during the environmental review phase. Committee members provided feedback on the concepts being considered, with preference for Class IV bikeways, and were supportive of complete street improvements on Franklin Boulevard.

On April 21, 2022, the Franklin Boulevard Complete Street Project Phase 3 was brought to the Active Transportation Commission to have the commission forward a recommendation in support of the City applying for grants from the California Transportation Commission Active Transportation Program and/or the Sacramento Area Council of Governments Active Transportation Regional Program. (File ID 2022-00809)

On June 7, 2023, the Franklin Boulevard Complete Street Project (Phases 1 & 2) was presented to the Disabilities Advisory Commission, to receive and provide feedback. The DAC was supportive of the project and emphasized the need for the project’s improvements.

On November 20, 2025, the Franklin Boulevard Complete Street Project (Phases 1 & 2) was brought to the Active Transportation Commission to provide an informational update on the project.

On September 2, 2026, the Franklin Boulevard Complete Street Project Phase 3 was brought to the Disabilities Advisory Commission to review the proposed design and improvements. The feedback was positive and the commission supports the pedestrian improvements of the project.
