Issue Detail: Staff recommends City Council award a construction contract to Clyde G. Steagall, Inc. to replace two existing sluice gates located within the Westlake community in Natomas. This project also includes restoration of pavement, sidewalk, and landscaping. All work will occur within the City of Sacramento (City) right-of-way. The scope of work for this project exceeds the capabilities that City staff can perform and therefore was solicited for bids for a qualified Contractor to perform the work.
The existing 36- and 48-inch sluice gates isolate the lake from upstream drainage features for maintenance purposes. These gates are leaking, which has led to unsafe conditions and difficulties in maintaining the existing drainage infrastructure during the dry season.

Policy Considerations: City Council approval is required to award construction contracts of $250,000 or more per City Code 3.56.090. The action requested conforms with City Code Chapter 3.56, Articles I and III, which provide for award of competitively bid contacts to the lowest responsible bidder.

EconomicImpacts
Economic Impacts: This project is expected to create 1.04 total jobs (0.60 direct jobs and 0.44 jobs through indirect and induced activities) and creates $159,894 in total economic output ($100,782 of direct output and another $59,112 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

Environmental Considerations: The Community Development Department, Environmental Planning Services Division has reviewed the Westlake Sluice Gate Replacement Project (W14170100) and determined that it is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15301, Existing Facilities, and 15302, Replacement or Reconstruction.

Sustainability: The proposed project is consistent with Goal PFS-3.1 in the 2040 General Plan as it improves infrastructure reliability, which will reduce energy-intensive maintenance efforts.

The Engineer’s construction cost estimate was $155,000. The vaults that house the sluice gates are constantly inundated. Accordingly, the upstream and downstream pipes need to be plugged so the vaults can be dewatered for installation of the sluice gates. The Engineer’s construction cost estimate underestimated the challenges and effort required for this work.
