IssueDetail
Issue Detail: The Department of Youth, Parks, and Community Enrichment (YPCE) is responsible for the maintenance of the shade canopies within our park system. Shade canopy repair, maintenance, and replacement require the use of an outside contractor. YPCE’s Park Maintenance Division does not have staff for these specialized services within City parks.
On June 11, 2024 (File ID:2024-00924), Council authorized the City Manager or designee to execute the contract (PRC002821) with Goodwin-Cole Company, Inc. for shade canopy repair, maintenance, and replacement in City parks, and on May 13, 2025 (File ID: 2025-00732), Council authorized Amendment No. 1. Contract Amendment No. 2 was also executed increasing the not-to-exceed amount to $608,937, pursuant to the City Manager’s authority.
Due to recent storm damage and normal wear and tear, YPCE is requesting authorization for the City Manager or designee to execute Contract Amendment No. 3, increasing the not-to-exceed amount by an additional $79,189, for a new not-to-exceed amount of $688,126. Approving Contract Amendment No. 3 will allow continual repairs, maintenance, and replacements for shade canopies at City parks.

Rationale for Recommendation: In accordance with City Code 3.56, YPCE issued Invitation for Bid No. B24191311010 in April 2024 for shade canopy repair, maintenance, and replacement services in City parks. The City received two bid responses. The lowest responsive and responsible bidder was determined to be Goodwin-Cole Co., Inc.

FinancialConsiderations
Financial Considerations: The original contract for the period beginning July 1, 2024, had a not-to-exceed amount of $354,598. Contract Amendment No.1 increased the not-to-exceed amount to $597,694. Contract Amendment No. 2 increased the not-to-exceed amount to $608,937. The proposed Contract Amendment No. 3 will increase the total contract by $79,189, for a new not-to-exceed amount of $688,126 over a five-year contract and will extend the term of the contract through June 30, 2027.
There is sufficient funding in YPCE’s current annual operating budget for this amendment. Any further extensions of this contract are subject to funding availability in the adopted budget of the applicable fiscal year.
