Description/Analysis
IssueDetail
Issue Detail: The Intelligent Transportation System (ITS) Norwood Project (T15255000) will replace and update traffic signal equipment at 19 traffic signals and install fiber optic conduit along Del Paso Road, Norwood Avenue, and Grove Avenue from Northgate Avenue to Del Paso Boulevard. The project will modernize the City’s signal controllers and communications by replacing existing end of life equipment and outdated communication systems with modern Internet Protocol (IP) fiber cable-based systems, network switches, new cabinets and controllers, traffic surveillance cameras, and standardized, traffic signal poles. The project will also provide significant multi-modal safety benefits with updated vehicle and bicycle detection, yellow reflective border signal heads, pedestrian countdown signal heads, and accessible pedestrian signal push buttons.
These improvements will improve safety, efficiency, and reduce ongoing maintenance cost on the corridor. The existing traffic signal equipment is at the end of its useful life and does not include network connectivity to the City’s Traffic Operations Center. This limits the City’s ability to monitor traffic conditions in real time and proactively identify and correct operational deficiencies. It also precludes future implementation of emerging technologies such as Transit Signal Priority and Emergency Vehicle Preemption. Furthermore, the signalized intersections throughout the Norwood Avenue corridor do not currently have accessible pedestrian signals or pedestrian countdown signal heads.
This project will allow the City to update these signalized intersections to comply with current Americans with Disabilities Act requirements.
The City was awarded federal grant funding for the project. The establishment of a Capital Improvement Project (CIP) and related budgetary adjustments are necessary to begin work on the first phase of the project. Additional actions will follow.

PolicyConsiderations
Policy Considerations: The actions requested herein are consistent with the City of Sacramento’s 2040 General Plan goals and key policies that accommodate and promote safe and convenient travel for all users. The project will support the adaptation of intelligent transportation systems infrastructure (M-6.1), incorporate new design features that improve the transportation system (M-6.6), improve traffic management (M-3.3), and use data to manage and enhance the transportation system (M-6.4).

EconomicImpacts
Economic Impacts: None.

EnvironmentalConsiderations
Environmental Considerations:
California Environmental Quality Act (CEQA): Establishment of a capital improvement project account (CIP) and fund transfers are an administrative activity. The funding does not constitute a commitment to, or approval of, the prospective activity, and is not a “project” as defined in CEQA. Appropriate CEQA and National Environmental Policy Act (NEPA) review will take place as part of project development.15378(b)(4); 15060(c)(3).

Sustainability
Sustainability: This project will reduce greenhouse gas emissions by reducing wait times and improving efficiency at intersections along Norwood Ave.

RationaleforRecommendation
Rationale for Recommendation: City Council action is required to establish the Capital Improvement Project and direct the budgetary adjustments necessary to complete preliminary engineering and environmental clearance for the ITS Norwood Project (T15255000), so that staff can proceed with the project and get federal funding reimbursement.

FinancialConsiderations
Financial Considerations: The estimated cost to complete preliminary engineering and environmental clearance for the ITS Norwood Project (T15255000) is $350,000. With the addition of $150,000 (Other Capital Grants, Fund 3704) in SACOG grant funding and the transfer of $200,000 (Major Street Construction, Fund 2007) from the State and Federal Grant Match Project (T15007200), there will be sufficient funding to complete the preliminary engineering and environmental clearance phase.
There is sufficient funding within the State and Federal Grant Match Program (T15007200) to support the transfer of $200,000 (Major Street Construction, Fund 2007) to the ITS Norwood Project (T15255000).
There is no General Fund currently planned or allocated for this project.

LocalBusinessEnterprise
Local Business Enterprise (LBE): No goods or services are being procured with these actions. This is a federally funded project, and any future procurement will be subject to Disadvantaged Business Enterprise (DBE) requirements and LBE program will be held in abeyance.
