Description/Analysis
IssueDetail
Issue Detail: The existing light fixtures and lighting control system for the City Hall Council Chambers have reached the end of their useful life and require replacement. The control system is outdated, and it is becoming very difficult to get replacement parts. In addition, changes in lighting technology will allow the City to upgrade the lighting to new energy efficient LED light fixtures.
On May 30, 2023, the City Council passed Motion No. 2023-0131 suspending competitive bidding in the best interest of the City to establish a qualified On-Call Services list for Public Facilities. Approval of the proposed contract with Collins Electrical Company, Inc will allow for the procurement and replacement of the lighting and lighting controls for the council chambers. The work is planned to occur during the winter recess 2026-2027 so as not to impact council or other community or commission meetings. Because of the unique configuration of the Council Chambers, with fixed seating, the council dais, and the stepped floor, scaffolding will be set up throughout the space so the contractors can access the fixtures in the high ceilings. All light fixtures and the dimming control system will be removed and replaced, including integration into the existing A/V controls used for council and other meetings.

PolicyConsiderations
Policy Considerations: The recommendations in this report are in accordance with the provisions of the City Code Chapter 3.56.090, which requires City Council approval for contracts over $250,000 or more.

EconomicImpacts
Economic Impacts: The recommended contract is expected to create 2.29 (1.45 direct jobs and 0.84 jobs through indirect and induced activities) and create $302,031 in total economic output ($193,610 of direct output and another $108,421 of output in indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

RationaleforRecommendation
Rationale for Recommendation: On January 11, 2023, the Department of Public Works issued Request for Qualification (RFQ) No. Q23014541004 for On-Call Master Contractor Service List. The purpose of the RFQ was to develop a list of qualified on-call contractors that would be solicited to assist the Facilities' staff in delivering projects utilizing a variety of delivery methods, including design build. On May 30, 2023, City Council passed Motion No. 2023-0131 authorizing the City Manager to establish a qualified On-Call Contractor Services List for Public Facilities. Collins Electrical Company, Inc., was included on the list of qualified On-Call Contractors. Collins Electrical Company, Inc. has successfully completed similar large-scale lighting upgrades in other municipal facilities, as well as for the City of Sacramento, demonstrating their ability to work efficiently within tight timelines and deliver high-quality results. Their specific expertise in handling complex lighting systems and coordinating work during limited access periods aligns well with the unique challenges of the City Hall Council Chambers Lighting Project, which must be completed during the three-week winter recess, 2026-2027. Staff reviewed Collins Electrical Company's proposal for its innovative lighting solutions, competitive pricing, and proven track record of timely project completion. Based on these criteria, staff support awarding the contract for the City Hall Council Chambers Lighting Project to Collins Electrical Company, Inc.
End
