Additional Description/Analysis
IssueDetail
Issue Detail: Staff recommends City Council approve Change Order No. 1 with Insituform Technologies, LLC on Agreement No. 2026-0179, to compensate the Contractor for performing additional work associated with increasing the liner thickness on the Cured in Place Pipe (CIPP) process on the 72-inch Force Main Rehabilitation, adding carbon filtration to filter out the styrene concentration in the cured water from the CIPP process, and crediting the City of Sacramento (City) for unused lining launch and reception pit locations. This work included, but was not limited to, increased material costs, additional effort to accommodate the thicker liner installation, installation of the carbon filtration process, and additional traffic control. The total cost, including the credit, of this work is $2,331,084, which was determined using the City Standard Specifications for Public Construction 4-4, “Changes in the Work” and 8-10, “Payment by Cost and Percentage” and includes all labor, equipment, materials, overhead, and markups for the work described above. This change order is eligible for full reimbursement from the Sacramento Area Sewer District (SacSewer) under the Operations and Maintenance Agreement.
The City determined that the CIPP liner thickness needed to be increased when the CIPP liner vendor engineer determined that the liner thickness needed to be increased due to the probability of a higher than originally anticipated vacuum pressure present in the 72-inch Force Main. The vacuum pressure is the determining factor for the liner thickness to be used on the 72-inch Force Main, since this is a pressure that can be present in the 72-inch Force Main that would potentially pull the liner from the existing pipe material causing it to be compromised. The contractor was directed by the City to account for this higher vacuum pressure in their liner design, which increased the cost due to manufacturing a thicker liner and increased working day durations for each lining segment. The scope of work for this project exceeds the capabilities that City staff can perform due to the specialized installation of a CIPP liner on a 72-inch Force Main.
On June 17, 2026, after construction had begun, the County brought it to the City’s attention that due to elevated styrene concentrations detected in cure water used in the CIPP liner process, the SacSewer EchoWater Treatment Facility suffered operational issues. Because of this issue, SacSewer requested that carbon filtration be installed on the discharge of the CIPP process to reduce the styrene concentration levels to “non-detectable levels” prior to discharge into the combined sewer system. This change order item is to compensate the Contractor for the additional work associated with implementing the carbon filtration system for each CIPP lining discharge to avoid any impacts to the SacSewer EchoWater Facility.
Lastly, the contract drawings identified ten (10) recommended excavation locations to be used as lining launch and reception shaft locations, or pit locations. The original design was intended to minimize the length of each of the lining segments to improve constructability. Due to the Contractor’s means and methods, the Contractor identified a plan to utilize seven (7) out of the ten (10) recommended locations, implementing longer lining segments. This resulted in the Contractor crediting the City with three (3) unused pit locations.

PolicyConsiderations
Policy Considerations: This Change Order exceeds the City Manager’s approval authority and requires Council approval pursuant to City Code 3.04.020.
Sacramento City Code Section 4.04.020 and the City Council Rules of Procedure (Chapter 7 Section E.2.d) mandate that unless waived by a two-thirds vote of the City Council, all labor agreements, and all agreements greater than $1,000,000 shall be made available to the public at least 10 days prior to City Council action. This item was published for 10-day review on September 30, 2026, in compliance with the City Code.

EconomicImpacts
Economic Impacts: This phase of the project is expected to create 9.32 total jobs (5.36 direct jobs and 3.96 jobs through indirect and induced activities) and create $1,439,292.75 in total economic output ($907,197.22 of direct output and another $532,095.53 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

EnvironmentalConsiderations
Environmental Considerations: The subject project was reviewed and determined to be categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301. This project consists of the operation, repair, maintenance, permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use by rehabilitating the existing force main.
End
Sustainability
Sustainability: The current project is consistent with the 2040 General Plan under policy PFS-4.4 as it rehabilitates critical infrastructure to ensure reliability and safety. The 72-inch Force Main is one of the key interceptors that conveys flows from the City’s Combined Sewer System to the SacSewer EchoWater Treatment Facility. This project was identified through a joint assessment report from SacSewer and the City dated September 2021. Prompted by this report, a design for rehabilitation was completed in October 2025 by Woodard & Curran. Furthermore, this project is to support the reliability of critical infrastructure.

Commission/Committee Action: Not applicable.

RationaleforRecommendation
Rationale for Recommendation: Change Order No. 1 is needed to provide compensation for the labor, equipment, markup, surcharges, and fees associated with the additional construction activities performed for the increased CIPP liner thickness and carbon filtration. The value of Change Order No. 1 exceeds the approval authority of the City Manager as the sum of all contract amendments for this agreement exceed 6% of the original contract value. (City Code 3.04.020.A.4)
End
FinancialConsiderations
Financial Considerations: The original not-to-exceed amount of the contract was $16,966,203. The net change by Change Order No. 1 in the amount of $2,331,084, increased the contract not-to-exceed amount to $19,297,287. The work from this contract is subject to reimbursement from SacSewer due to an existing Operations and Maintenance Agreement for facilities owned by SacSewer but maintained by the City of Sacramento. There are sufficient funds in the Combined Sewer System Pipe Program (X14170100; Fund 6206) to execute this Change Order.
There are no General Funds allocated or planned for this project.
