Description/Analysis
IssueDetail
Issue Detail: The Franklin Boulevard Complete Street Plan was separated into three phases of project segments for implementation: Segment 1, between Sutterville Road/12th Avenue and 19th Avenue, and Segment 2, between 19th Avenue and 32nd Avenue, were combined and constructed as part of the Franklin Boulevard Complete Street Project (T15165500). Segment 3, between 32nd Avenue and Fruitridge Road, is being delivered separately as the Franklin Boulevard Complete Street Phase 3 Project. The Franklin Boulevard Complete Street Project (Phases 1 & 2) has completed construction this year.
The Franklin Boulevard Complete Street Phase 3 project is the final segment to transform Franklin Boulevard into a street that equitably serves all modes of transportation within the South City Farms and North City Farms Neighborhoods. Within project limits, Franklin Boulevard is a four-lane, north-south arterial corridor with a center left turn lane, long pedestrian crossings and no bicycle lanes. The existing sidewalks have no landscaping or City street trees.
This Project will install new sidewalk, pedestrian-scale lighting, ADA compliant curb ramps, signal improvements, and on-street parking where appropriate. Additional improvements include a reduction in the number of travel lanes from four to two, a center two-way left turn lane, and installation of Class IV separated bikeways, trees and landscaping.
Overall, these improvements will close a critical gap in Sacramento's pedestrian and bicycle networks while enhancing safety, improving accessibility, and creating a more comfortable corridor for residents, businesses, and visitors.

PolicyConsiderations
Policy Considerations: The Project is consistent with the City’s 2040 General Plan goals and key policies of promoting safety and enhancing livability, sustainability, and economic vitality. The Project promotes barrier removal (General Plan M-1.16), walking safety (General Plan M-1.19), application of safety (General Plan M-4.1), and bicycle safety (General Plan M-1.18).
This project is also consistent with the City’s Vision Zero efforts, the goal of which is to eliminate traffic fatalities and serious injuries (Resolution No. 2017-0032). Franklin Boulevard is on the High Injury Network, and this project will calm traffic, create new bicycle facilities which are separated from moving vehicles, and improve pedestrian crossings.

Public/NeighborhoodOutreachComments
Public/Neighborhood Outreach and Comments: Extensive outreach was performed for all three phases of the Franklin Boulevard Complete Street Projects. The community members and businesses, led by the Franklin Boulevard Business District, approached the City to bring traffic calming and pedestrian safety to their community over a decade ago, and continue to support the improvements of the project into Phase 3.
On July 22, 2026, the Franklin Boulevard Complete Streets Phase 3 project scope was presented to community members at the District 5 Town Hall meeting with Councilmember Maple. The feedback received was positive with a focus on the proposed improvements at the intersection of 36th Avenue and Franklin Boulevard.
On August 6, 2026, the project team had a poster board reflecting the project limits and proposed improvements throughout. The feedback received was positive with particular questions about community outreach and the protected Class IV bike lanes.
