Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) is seeking approval to enter into a contract with Public Restroom Company (PRC) for the purchase and construction of a prefabricated restroom building. The new restroom building will serve Burberry Community Park, with a contract amount of $286,904. PRC will manage the manufacturing, delivery, and installation of the buildings.
Associated site improvements, including demolition of the existing restrooms, grading, concrete paving, and utility connections, will be performed by a separate contractor and solicited through the City’s formal bidding process.
Burberry Community Park is a 13.9-acre park located at 2400 Burberry Way in Council District 1. Construction of the new restroom facility is anticipated to be completed in Summer 2027.
After evaluating available procurement options, YPCE has determined that utilizing the Sourcewell cooperative purchasing agreement (Contract #052725-PRM, dated July 10, 2025) is the most advantageous approach. This contract was competitively bid, and Sourcewell’s higher purchase volume allows the City to benefit from greater manufacturer discounts than would be available through a standalone City bid.
Government agencies often utilize cooperative purchasing to maximize cost savings and reduce staff workload. This procurement method enhances pricing competitiveness and lowers costs by consolidating purchasing power across multiple jurisdictions. When evaluating administrative procurement costs, staff consider factors such as product research, vendor selection, specification development, advertising, staff reports, award procedures, protests, and contract administration.
Cooperative purchase agreements expand the City’s access to a wider range of contracting opportunities and allow for shared resources among participating agencies. By leveraging both internal and external efficiencies, cooperative purchasing helps the City achieve greater cost savings and improved procurement outcomes.

Policy Considerations: City Code Chapter 3.56 requires City Council approval for construction agreements exceeding $250,000 and permits the use of cooperative purchasing agreements without additional competitive bidding by the City.
The provision of parks and recreation facilities aligns with the City’s General Plan goals to enhance neighborhood livability by expanding parks, recreational amenities, and trail systems throughout Sacramento.

Economic Impacts: The total cost for the purchase and installation of the Burberry Community Park restroom building is $286,904. This investment is estimated to generate 1.15 full-time equivalent (FTE) jobs, including 0.66 FTE direct jobs and 0.49 FTE indirect jobs resulting from secondary economic activity. In addition, the project is expected to produce approximately $177,145 in total economic output, consisting of $111,656 in direct output and $65,489 in indirect and induced output.
These estimates were developed using an economic impact model created by the Center for Strategic Economic Research (CSER). CSER’s tool applies IMPLAN input-output modeling (2009 coefficients) to assess the impacts of a hypothetical $1 million in construction-related spending within the City of Sacramento over an average one-year period. Environmental Considerations: The Community Development Department, Environmental Planning Services Division has reviewed the project and determined that this is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15301 and 15302. The project consists of the operations, repairs, maintenance, or minor alterations of existing public facilities, mechanical equipment, and topographic features (City Park) which involves negligible expansion of existing or former uses or the replacement or reconstruction of existing structures and facilities.

Sustainability: The Burberry Community Park project has been reviewed for consistency with the goals, policies, and targets outlined in the City’s Climate Action Plan for Internal Operations (2016 Update), the 2040 General Plan, the 2018 YPCE Strategic Plan, and Parks Plan 2040. The project supports these plans by enhancing resident health and wellness through improved access to a diverse range of recreational activities. Second, purchasing the restroom during the design phase allows PRC to begin manufacturing earlier, which can shorten the overall project schedule by approximately four months by ensuring the building is ready prior to bidding and awarding the site-improvement contract.
Additionally, the City has previously purchased numerous prefabricated restroom buildings from PRC. Maintaining consistency in design and ensuring compatibility of replacement parts across park facilities is a key operational priority.
