Description/Analysis
IssueDetail
Issue Detail: The Watt Avenue at Arcade Creek Bridge Repair Project (R15222209) will implement remedial improvements to address scour-related issues and minor structural deficiencies. The Project was advertised on May 13, 2026, and one bid was received on June 10, 2026, for $1,925,910. The bid received was substantially higher than expected at approximately 70% over the Engineer’s Estimate of $1,115,000.
Rejecting the one bid will allow City staff to re-advertise the project in a more competitive bid environment and receive more favorable prices closer to the engineer’s estimate.

RationaleforRecommendation
Rationale for Recommendation: Only one bid was received for the project. The bid amount of $1,925,910 significantly exceeds the available construction funding, making it infeasible to award a construction contract based on that amount. Following bid opening, City staff conducted outreach with the bidder to identify factors contributing to the higher-than-anticipated cost. Feedback indicated that limited site access and the complexity of the required temporary traffic control substantially increased construction costs. Based on this feedback, the project design team will evaluate potential revisions to the project plans and specifications, including modifications to site access and traffic control requirements, to improve constructability and encourage more competitive pricing. Following completion of these revisions, the project will be re-advertised for competitive bidding.

FinancialConsiderations
Financial Considerations: The estimated total cost for the Watt Avenue Bridge Repair Project (R15222209) is $1.6 million. Based on the bid received, the estimated total project construction cost with the apparent low bid is $2.4 million.
It is recommended that this bid be rejected, and the procurement be advanced by re-advertising the Watt Avenue Bridge Repair Project (R15222209) when the bidding environment is more favorable. Staff do not recommend additional funding allocation to the project in the amount of $800,000 cover the difference at this time.
