Description/Analysis

IssueDetail

Issue Detail: The Department of Youth, Parks & Community Enrichment (YPCE) is seeking approval to award a contract to FieldTurf USA, Inc. for the purchase and construction of the Granite Park All Weather Soccer Field Replacement.

The Granite All Weather Field Project (L19806000) consists of renovating the existing artificial turf soccer field. The existing synthetic turf is in poor condition and needs to be replaced with new synthetic turf and infill mix. The existing soccer field was constructed in 2006 and renovated in 2014.

The contract amount is $819,837. The improvements will consist of removal and replacement of the existing synthetic turf field, removal and reinstallation of existing Brock pad, replacement up to 10% of damaged Brock pad, regrading the soil within the field boundary, inlaid soccer field markings, removal and replacement of geotextile fabric and installation of cork and sand fill.

Staff proposes purchasing the materials and construction services for this contract through a cooperative purchase contract between Field Turf and Sourcewell. The Sourcewell contract is a national contract that was formally bid, allowing individual municipalities to piggyback off the contract since the required bidding process was already completed and the cooperative purchasing agency receives greater discounts from the manufacturer than the City would receive if issuing its own bid.

In an ongoing effort to maximize cost savings and staff resources, many government agencies share contracting efforts through cooperative purchasing. This procurement method increases pricing competitiveness and lowers costs through volume buying. When comparing the administrative costs of procurement, staff consider product research, source selection, specifications, advertising, staff reports, awarding, protest, and administration of the contract. Cooperative purchase agreements enable the City to evaluate a broader range of contracting opportunities and to share resources with other jurisdictions. Cooperative purchasing also leverages internal and external resources to maximize cost savings opportunities for the City.

Construction of the Granite Soccer Field project is anticipated to be completed in July 2026.

Granite Park is a 80.45-acre regional park located at 8200 Romona Avenue in Council District 6.

PolicyConsiderations

Policy Considerations: City Code Chapter 3.04 provides that City Council approval is required to enter into purchases and construction agreements over $250,000 and Chapter 3.56 authorizes the use of “piggybacking” or cooperative purchasing agreements. Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

Providing parks and recreation facilities is consistent with the City’s general plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the city.

EconomicImpacts

Economic Impacts: The indicated economic impacts are estimates and calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

The park construction project in the amount of $819,837 is expected to create 3.28 jobs (1.89 direct jobs and 1.39 indirect jobs through indirect and induced activities). Furthermore, it will create $506,196 in total economic output ($319,059 of direct output and $187,137 of output through indirect and induced activities).

EnvironmentalConsiderations

Environmental Considerations: The proposed project has been determined to be exempt from environmental review under California Environmental Quality Act (CEQA) Guidelines Section 15301, Existing Facilities. The project consists of minor alteration of existing public facilities involving negligible or no expansion of use.

End

Sustainability

Sustainability: The purchase of supplies and installation of materials under this contract meets the City of Sacramento’s Sustainability goals by improving and optimizing this park. The installation of this equipment at Granite Park will advance the goals, policies, and targets by improving the health of all residents through access to a diverse mix of wellness activities.

RationaleforRecommendation

Rationale for Recommendation: City staff reached out to FieldTurf since they were the original vendor who provided and installed artificial turf soccer field at Granite Park in 2006 and replaced the existing field in 2014. The existing artificial turf has reached the end of its useful life cycle and needs to be replaced.

FieldTurf pricing is based on the Sourcewell contract. Sourcewell provides predetermined preferential pricing through approved vendors. Since the products have already been bid at the national level, individual municipalities do not have to duplicate the bidding process per Sourcewell Contract # 031622-FTU.

The Sourcewell pricing FieldTurf provided for the Granite field replacement project is $819,837. This cost includes replacement of the existing artificial turf with new turf, replacement of any damaged shock pad under the turf, fine grading of the field, replacement of the geotextile fabric and install cork and sand infill mix. FieldTurf’s artificial turf has been installed within the City. Its product has proven durable and outperformed the product warranty period.

End

FinancialConsiderations

Financial Considerations: There is sufficient funding available in the Granite Park All Weather Field project budget (L19806000) to award the $819,837 material purchase and installation to FieldTurf.

Granite Regional Park is an existing park; the annual maintenance and utilities costs are covered in YPCE’s operating budget for maintenance, water, and utility costs for the budget adopted in the applicable fiscal year.
