Description/Analysis

IssueDetail

Issue Detail: Starting on July 16, 2026, California Task Force Seven (CA-TF7) White Incident Support Team (IST), were activated by the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) to respond to the Texas Flooding. As the sponsoring agency for CA-TF7 Urban Search and Rescue (US&R) program, the City of Sacramento (Fire Department) is responsible for providing trained personnel to staff positions on federal task force teams and incident support teams, and as a result of this deployment, the City must sign the DHS/FEMA Assistance Award/Amendment contract (EMW-2023-CA-USR-0008, Amendment M038) in the amount of $115,500 to receive reimbursement for costs associated with deployment activities.

PolicyConsiderations

Policy Considerations: The recommendations contained in this report are consistent with Resolution 2026-0159, Section 11.3, which requires City Council approval to establish an operating grant when such action is required by the grantor as a funding condition.

EconomicImpacts

Economic Impacts: None.

EnvironmentalConsiderations

Environmental Considerations: Ongoing administrative maintenance activities, such as purchases of supplies, equipment, or materials that are not made for purposes of a public construction project, do not constitute a “project” and are exempt from the California Environmental Quality Act (CEQA) CEQA Guidelines, Section 15061(b) (3), 15378(b) (2).

End

Sustainability

Sustainability: There are no sustainability considerations applicable to the acceptance of federal funding reimbursing DHS/FEMA-directed activities.

RationaleforRecommendation

Rationale for Recommendation: DHS/FEMA Assistance Award/Amendment contract (EMW-2023-CA-USR-0008, Amendment M038) in the amount of $115,500 must be signed and submitted to DHS/FEMA to receive reimbursement for costs associated with the Texas Flood Deployment.

End

FinancialConsiderations

Financial Considerations: As the sponsoring agency, the City of Sacramento incurs costs related to activating the CA-TF7 US&R Team; and DHS/FEMA reimburses expenses directly related to these deployment activities. This amendment allows DHS/FEMA to obligate $115,500 of federal funds to cover labor expenses incurred by the City for activities associated with the Texas Flooding Deployment. Staff recommend the CA-TF7 US&R Team Texas Flooding operating grant project (G12706630) be established with revenue and expenditure budgets in the amount up to $115,500 in the Operating Grant Fund (Fund 2702).
