Description/Analysis

IssueDetail

Issue Detail: In November 2023, the California Department of General Services (DGS) solicited a Request for Proposal (RFP) for emergency sleeping cabins. The intent of the RFP was to have DGS use their Leveraged Purchasing Agreement (LPA) so government entities could purchase directly from the state. BOSS Homes LLC was the least expensive of the six companies selected by DGS, however, this LPA is only for the exact model and specifications DGS selected. BOSS Homes worked with City staff on selecting a modified model that still met all California code standards and decreased the unit price significantly.

In September 2024, the Department of Community Response (“DCR”) was awarded Encampment Resolution Funding (“ERF”) from the State of California’s Interagency Council on Homelessness (“Cal ICH”), now administered by the Department of Housing and Community Development (“HCD”). The submitted ERF application focused on reducing the effects of unsheltered homelessness on the Sacramento Northern Bike Trail via enhanced outreach and the expansion of the Roseville Road Campus (“RRC”), improving the unutilized northern section of the Campus.

On March 19, 2025, DCR entered into agreement with Boss Homes to purchase 135 tiny homes for the Roseville Road Campus (approved by the City Manager and City Attorney’s Office as to form) using the City’s Manager authority to execute any agreement to open new temporary shelter site pursuant to Ordinance No. 2023-0015, Section 2. In coordination with Public Works, the 135 tiny homes were installed at the Roseville Road Campus (100 on the new North Campus and 35 on the existing South Campus) and the North Campus (RRC North) opened in January 2026.

RRC North is operational 24/7. Entry into RRC North is limited to individuals currently experiencing unsheltered homelessness within the vicinity of the Sacramento Northern Bike Trail, via direct referral from DCR. Walk-up and self-referrals are not allowed. Upon entrance to RRC North and enrollment into the program, individuals are provided with supportive items, such as clothing, blankets or personal care items, as needed. The program provides three meals per day, case management, and linkages to both social services and housing navigation to ensure the success of participants in the program. Pets are allowed (two pets maximum per unit) and limited to 50% of available units. As of March 17, 2026, 66 of the new tiny homes at RRC North are occupied by 79 individuals from the Sacramento Northern Bike Trail, with 22 total pets.

The RRC North was built to accommodate 135 tiny homes. City staff recommend purchasing an additional 35 tiny homes from Boss Homes, using remaining ERF funding, to utilize the additional 35 prepared spaces on the Roseville Road North Campus, bringing the total units at Roseville Road North to 135 tiny homes.

PolicyConsiderations

Policy Considerations: The recommendations in this report are consistent with Sacramento City Code chapter 3.56. City Code section 3.56.230.E authorizes the City Council, upon a two-thirds vote, or the City Manager to suspend competitive bidding when it is in the best interests of the City. Section 3.56.090 requires Council approval to authorize the City Manager to bind the City by contract for purchases that are $250,000 or more. Ordinance 2023-0015 authorizes the City Manager to execute any agreement up to $5 million that is necessary to implement and administer the temporary shelter program without complying with applicable competitive bidding procedures and without obtaining Council authorization.

EnvironmentalConsiderations

Environmental Considerations: The City considered the potential effects on the environment at the time the site was proposed and approved for operation. The City concluded that it could determine with certainty that no significant effects would result from establishing and operating the Roseville Road Campus, and pursuant to CEQA Guidelines section 15061(b)(3), the activities were exempt from the California Environmental Quality Act (CEQA). This action includes minor improvements to a developed site, with negligible ground disturbance. A Notice of Exemption was posted on January 8, 2024.

FinancialConsiderations

Financial Considerations: Sufficient funding is available (Operating Grants, Fund 2702) in the ERF4L Community Response Grant Project (G23000200) to execute an agreement with Boss Homes for an amount not-to-exceed $435,158.
