Issue Detail: The purpose of this item is to provide an opportunity for members of the Arts, Culture, and Creative Economy Commission (ACCEC) Race and Cultural Equity Ad Hoc Committee, established at the June 8, 2026 ACCEC meeting, to lead a discussion around goals, objectives, and outcomes for a six-month initiative to acknowledge progress made against the goals of the Creative Edge Plan (Creative Edge).

 

The Race and Cultural Equity Statement was adopted by ACCEC in June 2020, which arose from the work of the previous Sacramento Metropolitan Arts Commission and a special race and cultural equity task force which first convened in 2017.

 

During the June 8, 2026 ACCEC meeting regarding the Race and Cultural Equity Statement (File ID: 2026-01143), commissioners reasserted the three core areas of: outreach and engagement, equity and access, and accountability. The Race and Cultural Equity Ad Hoc Committee was then formed out of a desire to create a limited-duration task that would address the specific area of accountability, with the recognition that an opportunity exists to explore and highlight progress made towards supporting Creative Edge with respect to race and cultural equity.

The Race and Cultural Equity Ad Hoc Committee consists of Commissioners Jeff Eisenberg, Walker Hershey, Rosa Maria Orozco, Wellington Smith, and Dr. Steven L. Winlock.

PolicyConsiderations

Policy Considerations:

Sacramento City Code section 2.40.160 provides for the creation of Committee ad hoc committees, and states that City boards and commissions may have ad hoc committees, subject to the restrictions of the Ralph M. Brown Act (Cal. Gov. Code, § 54950 et seq.) and city administrative policy for those ad hoc committees.

 

Discussions around race and cultural equity are in alignment with Creative Edge, which was adopted by Sacramento City Council on July 3, 2018, and which serves as the guiding policy framework for the Office of Arts and Culture.

 

The ACCEC serves, in part, to support and advance the six goals identified within Creative Edge, intended to fulfill the Sacramento community’s vision for its arts, cultural and creative future.

 

This item addresses the following two (2) Creative Edge goals:

Goal 2: Advance cultural equity for all Sacramento’s diverse populations; and Goal 5: Celebrate and infuse all Sacramento neighborhoods and districts with arts and culture.

 

This item also addresses all five (5) 2026 ACCEC Workplan goals:
Goal 1: Achieve greater clarity around ACCEC’s purpose and role within the City of Sacramento government; Goal 2: Enhance community awareness and understanding of ACCEC as a supportive, accessible resource dedicated to arts and culture; Goal 3: Advocate for City of Sacramento policies and initiatives that value, support, and build the arts and cultural community and ecosystem; Goal 4: Collaborate with the Office of Arts and Culture to address a variety of infrastructure needs required to sustain a thriving and sustainable arts ecosystem; Goal 5: Work with the Office of Arts and Culture to review the impact of the Creative Edge Plan and develop plans for next-stage planning.

Environmental Considerations: None, as the recommendations in this report do not constitute a “project” under the California Environmental Quality Act (CEQA) as they involve government fiscal activities that do not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment, as contemplated by Section 15378(b)(4) of the CEQA Guidelines (Cal. Code Regs., tit. 14, §15000 et seq.), and is, therefore, not subject to CEQA pursuant to Section 15060(c)(3) of the CEQA Guidelines.

RationaleforRecommendation

Rationale for Recommendation:
The purpose of the ACCEC is to provide advice and recommendations for promoting, encouraging, and fostering the arts, innovation, and tourism, in the city. One of its many charges is to act as a liaison between the city, local artists, cultural groups, and the community at large. This includes discussing matters that may address and influence the continued implementation of the Creative Edge Plan.

 

Briefings, discussions, and presentations around programs, partnerships, or initiatives that are developed through or involve the Office of Arts and Culture, address goals of the Creative Edge Plan, or involve matters relating to the advancement of arts, culture, and the creative economy provide important opportunities for ACCEC to be an informed and engaged body.

 

This discussion is necessary to remain responsive to the stated goals of the approved Racial and Cultural Equity Statement, in terms on ongoing evaluation of cultural equity practices, and to provide current Commissioners with a forum to discuss and consider how continuing efforts to address diversity, equity, inclusion, access, and belonging may be reflected in the ongoing work of the Commission.
