Issue Detail: On December 10, 2019, the Stadium Area EIFD Public Financing Authority (PFA) established the Sacramento Stadium Area EIFD in the Downtown Sacramento Railyards (Railyards) (Resolution No. 2019-0002). The EIFD was formed in accordance with Chapter 2.99 of Part 1 of Division 2 of Title 5 of the California Government Code (commencing with Section 53398.50) (EIFD Law) for the purpose of financing certain public infrastructure improvements in support of a new Major League Soccer stadium. These public improvements, located in the Railyards, include roadway and utility infrastructure, a new Regional Transit station, and a paseo for bike and pedestrian access to the Stadium. With the proposed expansion and amendment to the original Stadium Area EIFD, a PFA Public Meeting was held on March 18, 2025. At that meeting, the PFA changed the name of the Stadium EIFD to City of Sacramento Railyards Enhanced Infrastructure Financing District (Railyards EIFD) and renamed itself as the Railyards Public Financing Authority.
Annual Report: Section 53398.66(j)(2) of the EIFD Law requires that the PFA adopt an annual report within seven months of the close of each fiscal year, after holding a public hearing. The attached Annual Report for the year ending June 30, 2026 (Annual Report) contains all the information required by EIFD Law. In addition, the Annual Report was made available to the public on June 26, 2026, and written notification of such availability was sent to each owner of land within the EIFD boundaries, all as required by the EIFD Law. Subsequent annual reports will reflect the proposed expanded Railyards EIFD as and if amended.
FY2026/27 EIFD Budget: The increase in assessed value within the EIFD is estimated at two percent for budget purposes. The estimated revenue from the collection of property tax increment for FY2026/27 is $2,086 and is detailed in the Annual Report included as Attachment 2 to the staff report. Staff recommends holding revenues in fund balance and budgeting administrative expenditures for FY2026/27.
Infrastructure Financing Plan: Section 53398.66(3)(J)(1) requires that the PFA review the Infrastructure Financing Plan (Plan) and make any necessary and appropriate amendments. In addition to the Public Meeting held today, July 28, 2026, the first of two public hearings will take place September 1, 2026, by which the PFA will have the opportunity to review the 1st draft of an amended Plan. EIFD Law requires that the PFA hold two public hearings to gather public input and consider adoption, modification, or rejection of the proposed amended Plan, with each hearing required to be held at least 30 days apart. On September 15, 2026, City Council will have the opportunity to approve the expansion of the Railyards EIFD and amended Plan. PFA approval of the EIFD expansion and amended Plan will be considered at the second public hearing held by the PFA on October 13, 2026.
