Additional Description/Analysis

IssueDetail

Issue Detail: The Sacramento Community Police Review Commission (“Commission”) was created to provide community participation in reviewing police department policies, practices, and procedures and monitoring the implementation, evaluation, and sustainability of city policing initiatives and programs. (Sacramento City Code section 2.110.030.A.). Among other things, the Commission is required to advise and make recommendations to the City Council regarding the City’s policing policies, procedures, and best practices. (Sacramento City Code section 2.110.020.C.).

To do this, the Commission monitors and evaluates the City’s policing initiatives and programs. The Commission meets publicly about 10 times a year with meetings usually ranging from one to three hours. While these meetings are staffed by the City Clerk’s office, the Commission lacks formal day-to-day staffing.

Every year, the Commission is required to submit a list of its proposed projects for the upcoming year (the “Work Plan”) to the City Council for approval, delineating its areas of focus and priorities. It is the goal of the Commission to discuss ideas for the Work Plan in its September meeting, prepare a draft Work Plan for review at its November meeting, and approve a final work plan at its December meeting.

As the Chair and Vice Chair begin to draft language and identify priorities for a 2025 Work Plan, it is important to discuss and collect ideas for areas of focus from the full Commission. This discussion item will be an opportunity for commissioners to share ideas, feedback, and identify areas of opportunity for the Chair and Vice Chair to include as a draft 2025 Work Plan.

PolicyConsiderations

Policy Considerations: Advisory bodies of the City are required to provide an annual report for review by the Personnel and Public Employees Committee and approval by the City Council. The annual report must include the proposed projects for the upcoming year. (City Council Rule 17(C).)
