Description/Analysis
IssueDetail
Issue Detail: In December 2020, during the COVID-19 pandemic, the City of Sacramento entered into its first agreement to utilize a motel as an emergency shelter. On January 27, 2021, City Council declared a local emergency related to the impacts of extreme winter weather on people experiencing homelessness (Resolution No. 2021-0023). As part of the Council’s direction, staff were instructed to expand sheltering options, including the City Motel Program (“CMP”). Over time, the program has grown to include up to six motel sites. Current agreements for the motel sites expire on May 31, 2026.
In June 2025, the City completed an audit of the CMP, which identified several structural challenges, including extended lengths of stay, limited room turnover, and reduced rates of timely exits into permanent housing (Audit of the City’s Homeless Response: City Motel Program, Report No. 2024/25-17). The audit recommended implementing earlier engagement strategies, clarifying program objectives, and transitioning to a model better aligned with rapid stabilization and rehousing for families.
On September 16, 2025, City Council passed Motion No. 2025-0300, authorizing the development of a voucher-based model for the CMP to better support client choice, create additional cost savings, and assist in maintaining the program. In response, the Department of Community Response (“DCR”) created the Emergency Shelter Vouchers (“ESV”) program to replace the existing CMP. The ESV program establishes a family-centered sheltering approach focused on prioritizing unsheltered families with minor children, facilitating rapid entry into shelter, initiating early supportive service engagement, and promoting timely transitions to stable housing.
In January 2026, staff released a Request for Proposals (P26231031002) for motels to participate in the ESV program by accepting City issued vouchers, valued at $55 per night, for motel room payment. The City received proposals from the following eight motels:
1. Ganesh Krupa Hospitality LLC - Crossroads Inn
2. Jibboom Hotels Inc.
3. Motel 6 Central
4. Paul Sons Northgate
5. Raama Investments LLC
6. Siyaram Hotels, LLC-Value Suites
7. Sumukha Investments LLC
8. ZP Services, LLC - Executive Inn
After initial review, staff deemed two proposals, Raama Investments LLC and Sumukha Investments LLC, non-responsive as they are located outside of the city limits. City staff entered into negotiations with the remaining six proposers. During the negotiation period, Ganesh Krupa Hospitality LLC (Crossroads Inn) formally withdrew its proposal due to a fire that reduced its operational capacity.
City staff recommend maintaining availability of 200 rooms, at the $55 City voucher rate, by entering into agreements with Jibboom Hotels Inc. for up to 55 rooms, College Hotels Inc. for up to 45 rooms, Value Suites for up to 31 rooms, and Executive Inn for up to 15 rooms and Paul & Sons Northgate for up to 60 rooms. All agreements will be effective from May 27, 2026, through December 31, 2026.

RationaleforRecommendation
Rationale for Recommendation: DCR staff have completed the RFP process and have notified the awardees. The RFP process has enabled City staff to select proposers who demonstrate experience working with a vulnerable population of individuals experiencing homelessness, the ability to serve various Council districts, and the ability to respond quickly and collaborate with DCR. Services provided by these agreements address the ongoing need for both shelter and supportive services for individuals and families experiencing homelessness.

FinancialConsiderations
Financial Considerations: Sufficient funding is available (Measure U, Fund 2401) in the Community Response MYOP (I23000100) to execute the agreements with Jibboom Hotels Inc. for an amount not-to-exceed $697,950, College Hotel’s Inc. for an amount not-to-exceed $571,050, Value Suites for an amount not-to-exceed $393,390, Executive Inn for an amount not-to-exceed $190,350, and Paul & Sons Northgate for an amount not-to-exceed $761,400.
