Additional Description/Analysis

IssueDetail

Issue Detail: The City’s Memorial Garage, located at 805 14th Street, was built in 2001. It is a 10-level garage and contains a total of four elevators which are distributed by two on the west side and two on the east side of the garage.

Located across the street from the Music Circus and a couple blocks from the Memorial Auditorium and SAFE Credit Union Convention Center, Memorial Garage has served as an important source of convenient parking supporting events at those venues. Neighboring residential developments also used it to provide safe parking for their tenants. Having functioning, reliable elevators are crucial to the operation of the garage, especially when events finish and attendees return to the garage to retrieve their vehicles. Customers rely on the elevators to return to their car and having just one elevator out of order can have severe impacts on the size of crowds waiting to access an elevator.

General industry recommendations are to modernize elevators after 20-25 years. At over 24 years old, the elevators at Memorial Garage are starting to breakdown at an increasingly frequent rate, plus their internal appearance has decayed and become unappealing. Also, many of the parts used to repair the elevators are now obsolete, making them expensive, difficult to obtain, or no longer supported as newer technology is available.

To provide proper service and safety for customers, sStaff is recommending all four elevators at Memorial Garage be modernized with the latest equipment and their interiors be upgraded with new parts, paneling, and lighting. To minimize impact and expedite the project, staff plan to start by upgrading the west elevators concurrently, which will leave the three elevators available for public use. The estimated cost to modernize the two west elevators is $1,155,662 which includes full modernization of two elevators, plus safety upgrades required to bring the building into code compliance.

To finance the project, staff requested the Office of the City Treasurer obtain loan proposals in the amount of $1.16 million. The Parking Services Division’s Elevator Renovation and /Modernization Program (V15410000) (Parking Fund, Fund 6004) currently has a balance of $607,523 (Parking Fund, Fund 6004),; but however, this will be retained for regular maintenance and repairs needed for the elevators in the City’s four remaining parking garages while the proposed loan will be used to fund the modernization of the two west elevators. Staff projects enough funds will be available in the Elevator Renovation and /Modernization Program to fund the modernization of the two east elevators once work is completed on the west elevators. Work on the west elevators is currently planned to start in August 2026 and take one year to complete.

Department of Public Works staff will return to City Council seeking approval of a contract to implement the modernization project.

RationaleforRecommendation

Rationale for Recommendation: The elevators at Memorial Garage are over 24 years old. Due to heavy use and advanced age, they are increasingly out of commission which makes it difficult for customers to return to their cars, plus it severely impacts the size of crowds waiting to access remaining elevators. Also, many parts used to repair the elevators are obsolete which makes them difficult to find, more expensive, and can drastically slow the repair of the elevator.

Standard industry practice is to fully modernize elevators every 20-25 years depending on use and availability of parts. Upgrading the elevators at Memorial Garage will greatly improve their reliability, safety, and appearance. It will also dramatically decrease the cost of maintaining the elevators.

Financing the modernization project by obtaining a loan will expedite the improvement project, while leaving funds in the Parking Services Division’s Elevator Renovation and /Modernization Program (V15410000) (Parking Fund, /Fund 6004) available for any standard maintenance and repair to the elevators in the City’s other four parking garages.

End

FinancialConsiderations

Financial Considerations:  The estimated cost to fully modernize two elevators at Memorial Garage is $1,155,662, of which $915,000 will be used for upgrading the elevators and the remaining $240,662 will be used on necessary building upgrades, material, maintenance labor, and indirect costs.

With the increase in the expenditures budget of the Elevator Renovation and /Modernization Program (V15410000) by an amount not to exceed $1.16 million (Parking Fund, /Fund 6004), there will be sufficient funding to fund the elevator modernization project.
