Issue Detail: Staff recommends City Council award a construction contract to Gravity Construction, to replace approximately 400 lineal feet of CMP with PVC pipe, and approximately 22 lineal feet of reinforced concrete pipe (RCP) at four locations along Arden Way. This project also includes replacement of manholes and drainage inlets, and restoration of pavement, curb, gutter, sidewalk, and landscaping. All work will occur within the City right-of-way.
Segments of the existing drainage pipes in Arden Way have failed, or are at near failure and need to be replaced. Some pipes have fully collapsed causing localized flooding and several small sinkholes to develop in the roadway. The proposed project will reduce potential flooding by replacing these segments and restoring storm water conveyance and storage capacity during storms.

Policy Considerations: City Council approval is required to award construction contracts of $250,000 or more per City Code section 3.56.090. The action requested also conforms with City Code section 3.56.120, which provides for award of competitively bid contacts to the lowest responsible bidder.

EconomicImpacts
Economic Impacts: This project is expected to create 2.17 total jobs (1.25 direct jobs and 0.92 jobs through indirect and induced activities) and create $334,428.73 in total economic output ($210,792.98 of direct output and another $123,635.74 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

Environmental Considerations: The subject projects were reviewed and determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to Public Resources Code (PRC) 21080.21 (Public Right-Of-Way Pipeline Projects of Less Than One Mile In Length) and CEQA Guidelines Sections 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction). The projects include replacing about 400 feet of existing storm mains and minor alterations of existing streets, sidewalks, and gutters.

Sustainability: The proposed contract is consistent with the 2040 General Plan’s goals and policies related to public facilities and safety, including providing reliable water, wastewater, and stormwater drainage service to the City of Sacramento: (PFS-3.1). The replacement of failing storm drainage infrastructure supports this goal.
