Recommendation

Recommendation: Pass a Motion: 1) authorizing the City Manager or designee to execute Contract Amendment No. 04 to City Contract PRC002217 with Andrew Olson dba Leadership Development Network, LLC., to increase the Department of Utilities Leadership Program not-to-exceed amount by $100,000 for a total not-to-exceed amount of $397,780 and extending for a one-year term, for a total not-to-exceed term of 4 years; and 2) ratifying all previous contract amendments executed pursuant to the City Manager’s delegated authority to execute contract amendments and thus resetting the City Manager’s or designee’s authority to issue change orders for City Agreement No. PRC002217.

Environmental Considerations: The Community Development Department, Environmental Services Manager, has determined that the proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA).  CEQA Guidelines Section 15378(b)(5).  The activity is an organizational or administrative activity that will not result in a direct or indirect physical changes in the environment and is not subject to CEQA.  CEQA Guidelines Section 15060(c)(3).

RationaleforRecommendation

Rationale for Recommendation: DOU has an ongoing need for leadership development programs from Andrew Olson dba Leadership Development Network, LLC.  Andrew Olson dba Leadership Development Network LLC was selected through a Request for Qualifications (RFQ) Q14141651001 and has been providing the DOU Leadership Program to DOU and other City department staff since 2015.

 

The Program has demonstrated its effectiveness through participant evaluations and program assessment data measuring participant reaction, knowledge acquisition, and behavioral application in the workplace. The curriculum develops core competencies in communication, decision-making, accountability, collaboration, and team leadership. Participants strengthen their understanding of their leadership style and gain practical experience applying leadership concepts to workplace challenges.

 

The program supports DOU’s succession planning and workforce development objectives by preparing employees to assume greater leadership responsibilities and respond to current and future operational needs. Continued delivery of this program provides a consistent leadership development framework that aligns with the Department’s organizational goals. Our goals consist of Public Trust, Reliability, Sustainability, Organizational Reliability, and Financial Viability.

 

The existing agreement (PRC002217) for ongoing leadership development services was authorized by City Council through suspension of competitive bidding on 5/30/23 with a not to exceed amount of $297,780 and a three-year term. To allow for seamless program continuation and completion, DOU is requesting to extend the contract for one additional year for a total four-year contract.  This amendment will also give DOU staff time to evaluate the program and consider lessons learned to assist in drafting a new Request for Qualification (RFQ) to competitively bid the next contract term.

FinancialConsiderations

Financial Considerations: The original not-to-exceed amount of the agreement was $297,780.  The proposed Supplemental Agreement No. 4, in the amount of $100,000, would increase the agreement not-to-exceed amount to $397,780.  Sufficient funding exists in the approved Fiscal Year 2026/27 DOU Operating Budget. Future funding shall be subject to availability in the adopted budgets in an amount not-to-exceed $397,780 over the term of the contract. Purchase orders encumbering funds under this agreement will not be created until needs and funding are identified in the applicable budget (operating, capital, multi-operating, or grants).

 

There are no General Funds allocated or planned for this project.

Local Business Enterprise (LBE): Andrew Olson dba Leadership Development Network LLC is not an LBE. The minimum LBE participation requirement was waived as the City has suspended competitive bidding and utilized an alternative procurement method to select a vendor.
