Description/Analysis
IssueDetail
Issue Detail: To continue the Department of Community Response’s (DCR) efforts to mitigate the impacts of homeless encampments in the City, DCR recommends that City Council approve Supplemental Agreement No. 3 to City Agreement No. 2023-0375 with Forensiclean LLC in an amount not-to-exceed $1,148,092 to provide cleanup services through June 30, 2025.
In January 2025, DCR issued a Request for Proposals (RFP) for citywide cleanup services and subsequently extended the deadline to early March 2025 to ensure compliance with applicable prevailing wage requirements pursuant to state law. Throughout the RFP process, DCR has been working with labor consultant specialists and the Department of Industrial Relations on identifying the appropriate job classifications and prevailing wage guidelines required for citywide cleanup services. The current contract with Forensiclean expires on March 31, 2025. To continue essential citywide cleanup services and allow for adequate review and compliance of all prevailing wage requirements, DCR is seeking Council approval to extend the current Forensiclean contract.
Forensiclean will continue to provide cleanup and litter abatement coverage to mitigate the effects of unsheltered homelessness in the City. Forensiclean responds to requests to cleanup abandoned encampments, as well as provides regular trash service to those currently living in encampments and to City operated respite sites. Forensiclean teams respond to 311 calls throughout the City, seven days a week, between 7:00 a.m. - 5:00 p.m. Currently, cleanup services include five cleanup crews assigned to specific districts for more effective and efficient cleanup efforts, as well as four Citywide crews that respond to designated areas of need and assist the Incident Management Team in responding to the impacts of unsheltered homelessness.
In 2024, Forensiclean responded to over 18,700 cases via the City’s 311 system and collected and disposed of approximately 9 million pounds of trash.

Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor
agreements and all agreements greater than $1,000,000 shall be made available to the public
at least ten (10) days prior to council action. This item was published for 10-day review on March 7, 2025, in compliance with City Code.
