Description/Analysis
IssueDetail
Issue Detail: The California Department of Resources Recycling and Recovery (CalRecycle) has established the Illegal Disposal Site Abatement Grant Program to provide funding to public entities to accelerate the pace of cleanup and restore sites from widespread illegal dumping of solid waste. To receive these funds, CalRecycle requires the governing body of the applicant to adopt a resolution authorizing the public entity to apply for the grant program and identify the job title or his/her designee authorized as the signature authority to execute all documents necessary to implement and secure payment as outlined in the grant program Application Guidelines.

PolicyConsiderations
Policy Considerations: Applying for grant funding to expand the City’s ability to efficiently clean up illegal dumping, expand monitoring and enforcement tools, and maximize existing staffing and equipment resources supports the City’s efforts to provide a safe and clean environment for residents and businesses by addressing the issue of illegal dumping.

EconomicImpacts
Economic Impacts: None.

EnvironmentalConsiderations
Environmental Considerations: California Environmental Quality Act (CEQA) environmental review is not necessary because the recommendations in this report involve administrative activity and are not considered to be a project in accordance with Section 15378(b)(2) of the CEQA Guidelines.
End
Sustainability
Sustainability: Illegal dumping affects the health and safety of the public and the environment. Illegally dumped hazardous waste such as tires, asbestos, sharp materials, and chemicals can contaminate soil, groundwater and drinking water, and surrounding bodies of water and waterways. Illegally dumped waste can also create fire hazards, clog creeks and rivers, and provide breeding grounds for vermin and insects that can carry diseases.

RationaleforRecommendation
Rationale for Recommendation: CalRecycle requires the governing body of the applicant to adopt a resolution authorizing submission of the application. If awarded, the Department of Public Works, Recycling and Solid Waste (RSW) Division will use these funds to cover labor, operations, and maintenance costs associated with establishing two (2) Small Debris Collection Crews that would support illegal dumping clean-up response in the north and south collection areas. Small Debris Collection Crew staff would respond to and collect illegally dumped piles that consist of smaller, hand-loadable debris, bags, and litter that does not require a rear-loader truck and claw for removal, allowing RSW to dispatch equipment and resources based on the material type present and collect piles quicker. The Small Debris Collection Crews would also proactively clean-up known illegal dumping hotspots.
The grant funds would also allow RSW to purchase and install five (5) camera surveillance systems to deter illegal dumping, expanding the City’s current system and enforcement resources. Camera footage has resulted in the issuance of more illegal dumping citations, deterring repeat offenders. The presence of cameras also helps prevent illegal dumping from occurring at a site in the first place. With the grant funding, the City’s illegal dumping camera surveillance system would expand from 13 to 18 cameras and provide monitoring and enforcement capability for the illegal dumping sites with the highest number of calls received through 311 reporting.

FinancialConsiderations
Financial Considerations: Staff recommends applying for funding from the CalRecycle Illegal Disposal Site Abatement Grant Program in an amount not to exceed $500,000. If the grant funds are awarded, revenue and expenditure budgets in the Illegal Disposal Site Abatement Grant Program Cycle 108 (FY2026-27) Grant Project (G15003400) will be established. No matching funds are required.
There are no General Funds planned or allocated to this project.
