Description/Analysis
IssueDetail
Issue Detail: The State of California has awarded $2,000,000 to the City of Sacramento as part of the Budget Act of 2022, AB 179 (Chapters 45, Statutes of 2022). The funding was secured by then-Assemblymember Jim Cooper and is currently being overseen by Assemblymember Stephanie Nguyen.
The State is providing the City of Sacramento with funding for South Sacramento youth programming providing grants to South Sacramento community-based organizations. This bill went into effect on June 30, 2022, after it was signed by Governor Newsom. The Governor’s Office of Planning and Research (OPR) has directed the City of Sacramento to receive the $2,000,000 for South Sacramento youth programming.
Staff worked with the office of California Assemblymember Stephanie Nguyen to screen potential projects for eligibility based upon the grant criteria. The proposed programs and projects are subject to review by OPR. As part of the grant process, the detailed scopes of work and budgets listed in Attachment 3 will be submitted to OPR for approval. Allocation of the grant funds under the subrecipient agreements is subject to OPR’s approval of the scope of work and budgets. As the grant awardee, the City will administer and provide programmatic and fiscal oversight for its subrecipients.

PolicyConsiderations
Policy Considerations: The recommendations contained in this report are consistent with Sacramento City Code Section 3.04.020, which requires Council authorization to enter into an agreement greater than or equal to $250,000; and City Council Resolution 2023-0205, which requires Council authorization to obtain governing board of approval for a grant award, establish an operating grant and distribute subaward grants of $250,000 or more.
The State grant funding will enable the subrecipient organizations to provide programming for youth in South Sacramento, which will enhance community livability, improve public health and safety, provide opportunities for youth, and respond to the needs and interests of residents. This is consistent with the City’s General Plan Goals in the areas of Education, Recreation, and Culture.
