Description/Analysis
IssueDetail
Issue Detail: In 2018, the City’s IT Department provided the Public Works Department’s Recycling & Solid Waste (RSW) Division Code Enforcement Section with surveillance systems intended for monitoring illegal dumping throughout the City. Initially, 9 surveillance systems were installed before expanding to the 13 surveillance systems currently in use. However, no warranty packages were included in the citywide contract signed between the IT Department and the vendor, QPCS.
In 2023-2024, RSW Code Enforcement Officers started experiencing issues with the QPCS surveillance systems going offline, not connecting to the server, and not capturing video footage. These issues hampered RSW Code Enforcement’s ability to effectively enforce City Code sections on individuals engaged in illegal dumping in these hotspots. Since QPCS did not maintain RSW’s surveillance systems and no warranty replacements were available, RSW issued a Request for Proposals (RFP) to find a new surveillance system vendor.
In 2024, over 11,000 instances of illegal dumping were reported to the City’s 311 system, with RSW Code Enforcement investigating 1,458 cases of illegal dumping. Having access to reliable surveillance systems installed at illegal dumping hotspots allows RSW Code Enforcement Officers to monitor, capture, and cite individuals for illegal dumping throughout the city. The surveillance systems not only serve as an enforcement tool, but also as a deterrent to additional illegal dumpings occurring in these highly impacted areas.

PolicyConsiderations
Policy Considerations: Professional services contracts exceeding $250,000 must be approved by the Council consistent with section 3.56.090 of the City Code. A Request for Proposal (RFP) process was utilized, rather than a competitive bid process, as it is in the City’s best interests to consider the various form factors of surveillance systems, camera models, video playback software, and methods of maintenance and licensing offered by different vendors. The RFP process was conducted and evaluated consistently with City purchasing policies.

EnvironmentalConsiderations
Environmental Considerations:
California Environmental Quality Act: This action is not a “project” subject to CEQA because it involves administrative matters and will not result in new physical development, direct changes to the physical environment, and any reasonably foreseeable indirect physical change in the environment. (CEQA Guidelines § 15378(b)(5)).

Sustainability
Sustainability: Actions to address improperly dumped waste and deterrence to reduce illegal dumping can help keep potentially hazardous materials out of public areas and into runoff.

RationaleforRecommendation
Rationale for Recommendation: In August 2024, the City issued a Request for Proposals (RFP) P25155861002 for manufacturing, installation, and ongoing support of surveillance systems intended for illegal dumping prevention and enforcement throughout the City. The City received six proposals, with only three proposals fully meeting the requirements of the RFP and addendum. Staff evaluated each successful proposal based on unit price of equipment, warranty return process, maintenance and service details, all-in-one software capabilities, and whether the proposer was a local business enterprise (LBE). Staff also held a testing period for submitted vendor equipment to evaluate each system’s functionality.
Mr. Security Inc. dba MSC Integration was determined to be the successful proposer due to their proposal having the lowest cost, their hardware performing more successfully than their competitors, their software having greater ease-of-use with all required features, and the business being located within the City of Sacramento for faster installation, maintenance, and as-needed appointments.
