Description/Analysis
IssueDetail
Issue Detail: The Martin Luther King, Jr. (MLK) Library, named in honor of the civil rights leader, is a branch of the Sacramento Public Library System located in South Sacramento. Opened in 1970, this single-story library spans 15,000 square feet, plus a 10,000 square feet maintenance basement. It offers a range of programs and services such as children’s story time, computer classes, and job search assistance.
As a popular community resource, the MLK Library required significant repairs and upgrades to address aging infrastructure and improve its functionality. The remodel was essential to modernize the facility, improve energy efficiency, and create a more functional, accessible, and welcoming environment for the community. The renovation also improved the overall layout, allowing the library to better accommodate its programs, services, and patrons.
On March 5, 2024, the pre-construction phase of a design-assist contract (No. 2024-0191) for the Martin Luther King Jr Library Modernization Project (C15000840) was awarded to Swinerton Builders following a Request for Qualifications (RFQ) process, and on February 4, 2025, Contract Supplement No. 1 was executed to include the construction phase for $10,554,658, and increase the City Manager’s change order authority to 6% of the new not-to-exceed amount.
Throughout construction, changes were made to the contract documents to support the successful renovation and operation of the facility. The majority of the change order work resulted from client-requested modifications that were incorporated to improve the building’s functionality, efficiency, and overall operation. Contract Amendment No. 7 will exceed the City Manager’s authority, and City Council approval is necessary to approve the contract change and complete construction.

EconomicImpacts
Economic Impacts: The recommended contract is expected to create 1.5 jobs (.95 direct jobs and 0.55 jobs through indirect and induced activities) and create $197,895 in total economic output ($126,856 of direct output and another $71,039 of output in indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
