Description/Analysis

IssueDetail

Issue Detail: Staff recommends Council approve a supplemental contract with Wood Rodgers, Inc., to continue providing professional design and engineering services for trash capture projects. The supplemental contract costs will be funded by the California Department of Transportation (Caltrans) Cooperative Implementation Agreement (CIA) (City Resolution No. 2025-0276 dated 10/21/2025) for the two applicable projects.

End

PolicyConsiderations

Policy Considerations: The proposed supplemental contract exceeds the City Manager’s

approval authority and requires Council approval pursuant to City Code section 3.04.020. City Council approval is required when the sum of all contract amendments exceeds 10% of the original contract price for contracts originally awarded for a price of at least $250,000, but less than $1,000,000.

EconomicImpacts

Economic Impacts: None.

EnvironmentalConsiderations

Environmental Considerations: This report concerns administrative activities that will not have a significant effect on the environment and does not constitute a “project” as defined by CEQA [CEQA Guidelines Sections 15378(b)(2 and 5)] and is therefore, not subject to CEQA [CEQA Guidelines Section 15060(c)(3)].

End

Sustainability

Sustainability: The proposed project is consistent with the 2040 General Plan by supporting the policy ERC-1 for responsible management of water resources that preserves and enhances water quality and availability by protecting surface water from contamination, as required by federal and State regulations (Goal ERC-1.3).

RationaleforRecommendation

Rationale for Recommendation: On July 7, 2022, a Request for Proposals (RFP) (P23141311007) was advertised and issued on PlanetBids for design and engineering services for certified Full Capture Systems (FCS) that prevent trash greater than 5 mm from discharging to receiving waters.  On the due date of July 28, 2022, four proposals were received. After reviewing the proposals and scoring the consultants out of 126 total points (105 for proposals, 20 for interview, and 1 for LBE), Wood Rodgers, Inc. was selected to provide the requested services after the following ranking:

A 3-member evaluation team that included staff from the Department of Utilities (DOU) evaluated the proposals and interviewed the top 2 firms, Schaff & Wheeler and Wood Rodgers, Inc. Wood Rodgers, Inc. was selected to provide the requested services based on its knowledge, expertise, and experience.

Approval of this supplemental agreement is recommended to continue design services needed to meet the requirements of both the stormwater regulations and meet the timeline for the agreement with Caltrans for trash capture systems.

FinancialConsiderations

Financial Considerations: The proposed supplemental contract would raise the not-to-exceed amount by $372,855, bringing the agreement’s total not-to-exceed amount to $998,684. Sufficient funding exists in the Drainage Trash Capture Program, Reimbursable Fund 6211 (W14230100-6211) through Resolution No. 2025-0276 to fund the proposed supplemental agreement.

There are no General Funds allocated or planned for this project.

Background

Background: The State Water Resource Control Board adopted statewide Trash Provisions to address the impacts of trash on the beneficial uses of surface waters. As a result, the Central Valley Regional Water Quality Control Board issued the Water Code Section 13383 Order to implement the Trash Provisions. The Trash Provisions required the City of Sacramento, as a Phase 1 Municipal Separate Storm Sewer System (MS4) permittee, to select a method of compliance to the trash prohibition for Priority Land Uses (PLUs).

The City of Sacramento (City) prepared a Track 2 Trash Implementation Plan to meet the requirements of the Order, which was submitted in November 2018 to the Central Valley Water Board. Per the Trash Provisions, the City must achieve compliance by 2030. The City has elected to install State-certified devices that capture trash down to 5 millimeters in size for 1-hour, 1-year storm events in areas where it was feasible for installation and maintenance and within drainage areas with the high trash loads identified through the baseline trash surveys.  City Staff has reviewed the baseline trash survey results to determine which drainage areas with high potential for trash load reduction are suitable for the installation of the devices. The City entered into a professional service agreement (Agreement No. 2022-1556) with Wood Rodgers, Inc. for the design of full trash capture devices. However, delays in modeling and a change in the design resulted in a change order from the initial cost estimate, which necessitated the supplemental agreement.

Additionally, the City entered into a Cooperative Implementation Agreement (CIA) with Caltrans (City Resolution No. 2025-0276 dated 10/21/2025) to fund trash capture projects, including the trash capture project within I-80 North Ditch downstream of Sump 144 that was already in design under Agreement No. 2022-1556. This supplemental agreement also includes scope for design of an additional project due for completion under the CIA, the trash capture project located upstream of Sump 92.

The supplemental agreement increases the not-to-exceed amount to complete the design of the initial projects and adds in the design of an additional trash capture project funded by the Caltrans CIA. The professional design costs incurred after the execution of the CIA for both Caltrans-funded projects will be reimbursed by Caltrans through the CIA.
