Description/Analysis

IssueDetail

Issue Detail: Discuss the proposed location and artist for Phase 1 of the Temporary Public Art Application (TPAA) program review for a sculpture and planting of pipe vine to be located just outside the Winn Park historic Dispatch building, 1616 28th Street, Sacramento. The applicant wishes to install a sculpture as part of his Kaleidoscope series.  As part of the City’s Temporary Public Art Policy, which guides the TPAA process, the Commission should review, discuss, and vote recommending approval or disapproval of the application. The application is currently circulating with all affected divisions within Public Works, Parks, and Facilities. If the location is approved, the applicant will be invited to submit designs and City staff will prepare a draft license agreement. The Commission would then revisit this application during the Phase 2 review for final approval. As a component of the TPAA program, the applicant will be responsible for all costs, provide the required insurance for installation, and be responsible for maintenance of the sculpture and planting. The anticipated lifespan for the installation is 5 years with an option to extend the agreement for an additional 5 years.

The attached TPAA includes:

•                     TPAA project information

•                     Budget

•                     Artist Resume and Examples of Past Artwork

•                     Location Photo of Winn Park Dispatch building

•                     Letters of Support

PolicyConsiderations

Policy Considerations: The Arts, Culture, and Creative Economy Commission (ACCEC) is charged with providing for the nature, selection, and placement of artworks.

Furthermore, the recommendations in this report are in alignment with Creative Edge: Sacramento’s Arts, Culture and Creative Economy Plan (Creative Edge), which was adopted by the City Council on July 3, 2018, and which serves as the guiding policy framework for the Office of Arts and Culture.

ACCEC serves, in part, to support and advance six goals identified within Creative Edge, intended to fulfill the Sacramento community’s vision for its arts, cultural and creative future.

This item addresses all six (6) Creative Edge goals:

Goal 1: Provide arts education to all Sacramento’s children and youth; Goal 2: Advance cultural equity for all Sacramento’s diverse populations; Goal 3: Build upon and expand Sacramento’s unique creative economy; Goal 4: Enable Sacramento artists and creatives to thrive in their work and to provide creative leadership in the community; Goal 5: Celebrate and infuse all Sacramento neighborhoods and districts with arts and culture; and Goal 6: Expand and solidify Sacramento’s investment in arts and culture.

This item also addresses the following five (5) 2025 ACCEC Workplan goals:

Goal 1: Achieve greater clarity around ACCEC’s purpose and role within the City of Sacramento government; Goal 2: Enhance community awareness and understanding of ACCEC as a supportive, accessible resource dedicated to arts and culture; Goal 3: Advocate for City of Sacramento policies and initiatives that value, support, and build the arts and cultural community and ecosystem; Goal 4: Collaborate with the Office of Arts and Culture to address a variety of infrastructure needs required to sustain a thriving and sustainable arts ecosystem; Goal 5: Continue to work with the Office of Arts and Culture in uplifting the goals of the Creative Edge Plan.

If the ACCEC approves this item by motion, it will advance to Phase 2 review as contemplated under the City’s Temporary Public Art Policy.

Economic Impacts: None.

EnvironmentalConsiderations

Environmental Considerations: None, as the recommendations in this report do not constitute a “project” under the California Environmental Quality Act (CEQA) as they involve government fiscal activities that do not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment, as contemplated by Section 15378(b)(4) of the CEQA Guidelines (Cal. Code Regs., tit. 14, §15000 et seq.), and is, therefore, not subject to CEQA pursuant to Section 15060(c)(3) of the CEQA Guidelines.

Commission/Committee Action: Not applicable.

RationaleforRecommendation

Rationale for Recommendation: The TPAA program gives community members and others the ability to propose projects on city property and outlines the two-phase procedure to review these project proposals. While the TPAA is still circulating for comments throughout departments in the City, the Office of Arts and Culture (OAC) would like to use this project to learn from the new procedures in action. OAC staff has reviewed this application and supports the idea in concept as long as other city departments and the Commission also support a sculpture and planting at this location at Winn Park.

FinancialConsiderations

Financial Considerations: No city funding is required for this project. This project will be a licensed display as part of the city’s temporary public art collection and all maintenance will be handled by the Licensee.
