Description/Analysis

IssueDetail

Issue Detail:

The Department of Public Works, Fleet Management Division, depends on timely and reliable parts ordering and repair services to keep the City’s fleet in safe operating condition. To protect warranties and ensure the use of authorized parts, the City outsources services for Cummins and Allison transmissions to OEM-authorized service centers. Certain diagnostics and repairs require proprietary tools and training, which neither the City nor local shops can afford to obtain.

These specialized services are essential for maintaining a wide range of fleet vehicles, including semi-trucks, excavators, refuse trucks, dump trucks, and fire apparatus.

On July 27, 2026, solicitation B27153311001 was posted as a formal competitive procurement process. Bids were due September 2, 2026. Four bids were received and evaluated based on responsiveness, responsibility, and price. The evaluation determined that Cummins, Inc. and W.W. Williams were the most responsive, responsible, and lowest bidders for the proposed work. Fleet Management recommends awarding a contract to Cummins, Inc. for Cummins OEM Parts and Services, and to W.W. Williams for Allison OEM Parts and Services.

These awards will ensure that fleet vehicles are returned to service promptly and remain available to support essential City operations.

This item was published on September 30, 2026, as required for a 10-day public review period, in full compliance with these provisions.

RationaleforRecommendation

Rationale for Recommendation: On July 27, 2026, a bid (B27153311001) was released to procure contracts for Original Equipment Manufacturer (OEM) parts and manufacturer-authorized services for Cummins engines and Allison transmissions. Bids were due on September 2, 2026.

Four bids were received; one was deemed non-responsive due to incomplete submission, the remaining three were vetted and found to be responsible and responsive. The bidding was organized by groups of work. Table 1 shows the bid evaluation details of the responsive bidders.

FinancialConsiderations

Financial Considerations: Sufficient funding exists in the Department of Public Works fiscal year 2026/27 operating budget (Fleet Fund, Fund 6501) to purchase parts and repair services through June 30, 2027. Purchases made after June 30, 2027, are subject to funding availability in the adopted budget of the applicable fiscal year.

LocalBusinessEnterprise

Local Business Enterprise (LBE): None of the responsive bids received participate in the Local Business Enterprise (LBE) Program. In accordance with City of Sacramento’s LBE Program requirements, an LBE waiver was approved for this bid due to the absence of authorized service centers within the City of Sacramento’s incorporated and unincorporated areas.
