Description/Analysis

IssueDetail

Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) is seeking approval to contract for the purchase of two new prefabricated restroom buildings and construction from Public Restroom Company (PRC). The two buildings are the Bertha Henschel Park restroom and the Northgate Park restroom. The contract amount for the Bertha Henschel Park restroom building is $276,630, and the contract amount for the Northgate Park restroom building is $258,419. PRC will be responsible for the manufacturing, shipping, and installation of the buildings. The site improvements beyond the footprint of the building, demolition of the existing restroom buildings, grading, concrete paving, and utilities for the new buildings will be completed by a separate contractor. The site improvements will be solicited through the City’s formal bidding process.

Bertha Henschel Park is a 2.53-acre park located at 160 45th Street, Council District 4. This project is expected to be completed in the Summer of 2026.

Northgate Park is a 15.97-acre community park located at 2825 Mendel Way, Council District 3. This project is expected to be completed in the Summer of 2026.

After reviewing the available purchase options, YPCE staff have determined that using a cooperative purchasing agreement available through Sourcewell (Contract #052725-PRM, dated July 10, 2025) is the most advantageous purchasing strategy. The contract was competitively bid, and the cooperative purchasing agency receives greater discounts from the manufacturer due to a higher purchase volume than the City would receive if issuing its own bid.

In an ongoing effort to maximize cost savings and staff resources, many government agencies share contracting efforts through cooperative purchasing. This procurement method increases pricing competitiveness and lowers costs through volume buying. When comparing the administrative costs of procurement, staff consider product research, source selection, specifications, advertising, staff reports, awarding, protest, and administration of the contract.

Cooperative purchase agreements enable the City to evaluate a broader range of contracting opportunities and to share resources with other jurisdictions. Cooperative purchasing also leverages internal and external resources to maximize cost savings opportunities for the City.

Policy Considerations

Policy Considerations: City Code Chapter 3.56 provides that City Council approval is required to enter into construction agreements over $250,000 and authorizes the use of cooperative purchase agreements without further competitive bidding by the City.

Providing parks and recreation facilities is consistent with the City’s general plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the city.

EconomicImpacts

Economic Impacts: The Bertha Henschel Park and Northgate Park restroom building purchase and installation contracts in the total amount of $535,049 ($276,630 and $258,419) are expected to create 2.14 FTE jobs (1.23 FTE direct jobs and 0.91 FTE indirect jobs through indirect and induced activities). Furthermore, it will create $330,358 in total economic output ($208,227 direct output and $122,131 of output through indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impact could differ significantly from the estimates, and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

EnvironmentalConsiderations

Environmental Considerations: The project has been determined to be exempt from the provisions of the California Environmental Quality Act (CEQA) Guidelines Class 1 and 2, and Sections 15301 and 15302, as the project consists of the operations, repairs maintenance, or minor alterations of existing public facilities, mechanical equipment, and topographic features (City Park) and involves negligible expansion of existing or former uses or the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced.

Sustainability

Sustainability: Bertha Henschel Park and Northgate Park projects have been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2040 General Plan, the 2018 YPCE Strategic Plan, and the Parks Plan 2040. The park will advance the goals, policies, and targets of these plans by improving the health of all residents through access to a diverse mix of wellness activities. This park renovation project will include sustainable design and maintenance guidelines.

RationaleforRecommendation

Rationale for Recommendation: It’s in the City's best interest to purchase the Bertha Henschel Park and Northgate Park restroom buildings directly from PRC for two reasons. If the City purchases the restrooms, we can reduce the costs of paying the contractor’s 15% markup for profit and overhead and by purchasing the restrooms during the design phase, the buildings can begin manufacturing prior to bidding and awarding the project contract for onsite improvements. This can reduce the project schedule by 4 months. In addition, the City has purchased many prefabricated restrooms from PRC and the compatibility of replacement parts and consistency in design across parks is a paramount consideration. As a result, staff are requesting the council’s approval of the purchase of restroom buildings for the Bertha Henschel Park and Northgate Park from PRC.

FinancialConsiderations

Financial Considerations: There is sufficient funding available in the Bertha Henschel Park Restroom Project (L19109500) to award the $276,630 contract to purchase the replacement restroom for Bertha Henschel Park from the Public Restroom Company. There is sufficient funding available in the Northgate Park Restroom Project (L19143200) to award the $258,419 contract to purchase the replacement restroom for Northgate Park from the Public Restroom Company.

Bertha Henschel Park and Northgate Park are existing parks; the annual maintenance and utilities costs are covered in YPCE’s operating budget for maintenance, water, and utility costs.
