Description/Analysis

IssueDetail

Issue Detail: The Housing and Dangerous Buildings Section of the Community Development Department (CDD) has an ongoing need for demolition services as specified in Title 8 of the Health and Safety Code for the City of Sacramento. Emergency demolition service becomes necessary when a property is not in compliance with City Code or State Law to the extent that it may endanger the life, limb, health, property, safety, or welfare of the general public and the only solution is to demolish the structure. Emergency demolition prevents entry into a dangerous structure and keeps the property from becoming a nuisance and potential threat to life, and public safety. Emergency demolition services are most commonly needed after a structural fire, or partial collapse to abate an immediate hazard to public safety.

RationaleforRecommendation

Rationale for Recommendation: It is critical that On-Call Emergency Demolition service be continued to address the nuisances and unsafe conditions created when properties are not in compliance with building codes and standards, as well as other related laws. CDD does not have the equipment or resources to physically demolish properties and has historically entered into contracts with vendors for demolition services. To ensure each demolition job is completed expeditiously and in accordance with City specifications, the City utilizes a rotational list of qualified contractors secured through a formal bid process. On August 17, 2026, the City received two qualified responses to the formal bid (B27211311001). The two contractors, GW Demolition, Inc. and P&P Building Wrecking Inc, were found to be the most qualified and lowest bidders. These two contractors will be contacted on an on-call rotational basis, with  consideration to availability and response time.

FinancialConsiderations

Financial Considerations: There is sufficient funding  in the operating budget to support the projected expenditures  for Fiscal Year 2026/27 up to $80,000 between both vendors. Continued funding for services provided under these contracts will be subject to funding availability in the adopted budget for the applicable fiscal year.  These contract expenses are part of our cost recovery process, per Sacramento City Code 1.28.10 D.4 (g). Each of these contracts is for a five-year term, for a total not-to-exceed  amount of $200,000 each, totaling $400,000 for On-Call Emergency Demolition Services, which was established based on the total expenditure of prior contracts over the previous five years.
