Description/Analysis
IssueDetail
Issue Detail: The 9th Street Separated Bikeway Project will construct a separated southbound bike lane on 9th Street from Q Street to Broadway. It is a key component of the Central City Mobility Project and will complete a bike lane couplet with the existing northbound separated bike lane on 10th Street from I Street to Broadway. This project, coupled with the 10th Street Separated Bikeway, establishes a clear route to and from the Central City and commercial corridors like Broadway and R Street.
The project will increase the ability for bicyclists to access restaurants, parks, medical facilities, and schools. Separated bikeways reduce conflict areas making for a low stress route where riders of all ages and abilities can feel comfortable. This Class IV facility will be an important element to increase connectivity to local assets and advance mobility justice efforts.
The City was awarded $132,000 (Other Capital Grants, Fund 3704) in state grant funds through the regional Active Transportation Program for the 9th Street Separated Bikeway Project. The establishment of a Capital Improvement Project (CIP) and related budgetary adjustments are necessary to begin work on the project.

PolicyConsiderations
Policy Considerations: The actions requested herein are consistent with the Sacramento 2040 General Plan goals and key policies that accommodate and promote safe and convenient travel for all users. The project will enhance healthy transportation system options with active transportation infrastructure (M-1.3), increase walking and biking activity (M-1.11), improve multi-modal access to activity centers such as schools and parks (M1.17), and improve the safety of pedestrians and people bicycling at intersections and crossings (M-1.18).
This project also directly implements the Central City Specific Plan.

EnvironmentalConsiderations
Environmental Considerations:
California Environmental Quality Act (CEQA): Establishment of a capital improvement project (CIP) and transfer of funding will create a government funding mechanism to proceed with review of a potential project. The funding does not constitute a commitment to, or approval of, the prospective activity, and is not a “project” as defined in CEQA. CEQA review is not required. Appropriate CEQA review will take place as part of project development.15378(b)(4); 15060(c)(3).
End
Sustainability
Sustainability: The project is consistent with the City’s General Plan goals to support trips through walking and bicycling and reduce automobile trips.
Commission/Committee Action
Commission/Committee Action: None.

RationaleforRecommendation
Rationale for Recommendation: City Council action is required to establish the Capital Improvement Project and authorize the budgetary adjustments necessary to complete environmental clearance for the 9th Street Separated Bikeway Project.
End
FinancialConsiderations
Financial Considerations: The estimated cost to complete preliminary engineering and environmental clearance for the 9th Street Separated Bikeway Project (T15245200) is $232,000. With approval to appropriate the $132,000 (Other Capital Grants, Fund 3704) in state grant funding and the transfer of $100,000 (Major Street Construction, Fund 2007) from the State and Federal Grant Match Project (T15007200), there will be sufficient funding to complete the preliminary engineering and environmental clearance.
Additional grant funding for future phases will be appropriated in the future as phases are completed.
There is sufficient funding within the State and Federal Grant Match Project (T15007200) to support the transfer of $100,000 (Major Street Construction, Fund 2007) to the 9th Street Separated Bikeway Project (T15245200).
There is no General Fund currently planned or allocated for this project.
