IssueDetail
Issue Detail: The Public Works Department will lead the implementation of 2025 Senate Bill 720 (SB 720) which establishes an automated traffic enforcement system (red light cameras). SB 720 changes the automated red light violations from a criminal violation to a civil penalty; reduces the penalty fines; and enacts privacy protections. This initiative is part of the City's Vision Zero program and will involve collaboration with the Public Works Mobility and Sustainability, Transportation, and Parking Divisions and the Police Department. SB 720 mandates that this program be managed by a "Department of Transportation". In the City of Sacramento, Public Works functions as the Department of Transportation.
Per SB 720, revenues derived from the automated traffic enforcement system shall first be used to recover program costs. Program costs include installation of automated traffic enforcement systems, the adjudication of violations, and reporting requirements, and Department of Transportation program staffing. Any excess revenue shall be used for traffic-calming measures. Revenue not planned for traffic calming or spent on program costs within three years shall revert to the State’s Active Transportation Program.
Public Works is requesting to establish a new Capital Project Fund (Fund 2040) to hold the revenues collected from the automated traffic enforcement system. Approving the new fund will ensure that revenues are appropriately allocated to program costs and traffic calming, and to unsure fund tracking for required reporting.
