Description/Analysis

IssueDetail

Issue Detail: The Sacramento Police Department (“SPD”) has an operational requirement to maintain an adequate supply of firearm ammunition for training, testing, and duty purposes. The sole distributor of the department-wide ammunition standard for the western United States is San Diego Police Equipment Company, Inc. Therefore, it is in the best interest of the City to suspend competitive bidding and enter into an agreement with San Diego Police Equipment Company, Inc. for the purchase of ammunition in the amount not to exceed $3,350,000 through August 31, 2031.

PolicyConsiderations

Policy Considerations: The recommendations contained in this report are consistent with: 1) Sacramento City Code Section 4.04.020(C) which mandates that unless waived by a 2/3 vote of the City Council, all agreements greater than $1 million shall be made available to the public at least ten (10) days prior to the council action; 2) Sacramento City Code 3.56.230(E) which allows the City Council to authorize an exception to competitive bidding when, upon a two-thirds vote of the City Council, it is determined that it is in the best interests of the City to suspend competitive bidding for any purchase or contract; and 3) Sacramento City Code 3.56.090 which requires City Council approval for purchases equal to or greater than $250,000.

This item was published for 10-day review on August 21, 2026, in compliance with City Code Section 4.04.020.

RationaleforRecommendation

Rationale for Recommendation: The SPD maintains rigorous firearm safety training and

testing requirements that are mandated by both the California Commission on Peace Officer Standards (POST) and Training and the SPD. The SPD’s primary use of ammunition is for the administration of these requirements. Furthermore, as the SPD continues to fill officer vacancies, additional ammunition purchases are required to train and test these new officers. The SPD’s department-wide standard of ammunition is Federal Hydra-Shot Two (HST) and Speer. These standards were established in Fiscal Year (FY) 2009/10 because of manufacturing quality control and performance requirements. The sole distributor of Federal HST and Speer brand ammunition for the State of California and Arizona is San Diego Police Equipment Company, Inc. Therefore, staff finds it is in the best interest of the City to suspend competitive bidding because there are no other suppliers of the department-wide standard of ammunition.

FinancialConsiderations

Financial Considerations: The SPD anticipates spending an estimated $3,350,000 on

ammunition through the life of the contract. This estimate is based on prior year spending patterns and anticipated cost increases. The SPD has adequate funding in the FY 2027-2032 budget for this purchase. Subsequent year purchases are subject to City Council approval of budget appropriations.
