Description/Analysis
IssueDetail
Issue Detail: The Sacramento Community Police Review Commission (SCPRC) was established in November 2016 (Ord. 2016-0055 § 2) with the purpose of providing community participation in reviewing and recommending police department policies, practices, and procedures; and monitoring the implementation, evaluation, and sustainability of city policing initiatives and programs (SCC § 2.110.020).
As such, the SCPRC provided 36 recommendations to the Sacramento Police Department (SPD) relating to the department’s military equipment in 2022 and 2023.
SPD’s Office of the Chief, Professional Standards Unit was assigned responsibility to receive, analyze, research, update policies and procedures, and organize responses. Each recommendation is accompanied with one of the following dispositions:
• Approved and implemented (18)
• Approved and pending (0)
• Partial implementation (9)
• Pending further review (2)
• SPD unable to implement (7)
• Denied (0)
In addition to above, it should also be noted that SPD has not had sufficient time to review, analyze, seek legal advice, or implement the 2024 SCPRC MEU-related recommendations. Additionally, the City Auditor’s Office is nearing completion of a performance audit of SPD’s MEU process, report, and policy which may provide context, best practices, and actionable items to improve SPD’s commitment to transparency and accountability.
