Description/Analysis

IssueDetail

Issue Detail: At the June 16, August 18, and October 20, 2025 Measure U Community Advisory Commission (Commission) meetings, members of the Community Engagement and Outreach Ad Hoc Committee (Ad Hoc Committee) discussed priorities regarding community outreach, engagement, and communication activities. The Ad Hoc Committee drafted the 2026 Community Outreach, Engagement and Communications Strategy below for the Commission’s consideration:

Strengthening Community Response Team Collaboration

Marbella discussed plans to strengthen the relationship between the Community Response Team and the City Connect mixers, aiming to define and formalize their collaboration. She mentioned the importance of a city survey and the previous focus groups in informing residents about Measure U funding. Jessica provided details on the City Connect monthly mixers, explaining their format, themes, and logistics, including the budget constraints and venue selection process. Sandra expressed her support for the mixers and inquired about the selection process for event locations, to which Jessica explained the criteria considered.

Enhancing Measure U Event Engagement

Jessica agreed to investigate the possibility of displaying a sign indicating Measure U sponsorship at events.  Sandra emphasized the importance of introducing Commissioners at events and suggested that commissioners be more actively involved, with a proposal to ask them to attend at least one event per year. Marbella supported these suggestions and highlighted the need for Measure U commissioners to be present to explain materials, suggesting that a one-page dashboard about Measure U could be distributed at events.

Community Events Attendance Guidelines

The group discussed attendance and engagement at monthly community events, with Marbella and Sandra agreeing that commissioners should attend at least one event per year, even if outside their district. Jessica confirmed the events would continue monthly on the third Thursday, with locations to be determined closer to the date, and clarified that commissioners would share a table with the team rather than having their own separate table. Marbella agreed to contact Ash regarding the dashboard materials, which would be used as informational flyers for distribution at the events.

City Connect Event Staff Identification

The group discussed plans for an upcoming City Connect event, focusing on how to identify commissioners and staff. Jessica suggested using colored lanyards to differentiate between city staff and commissioners, with a dedicated color for commissioners. Sandra emphasized the importance of maintaining a unified appearance to show we are "a family".

Community Events Planning and Engagement

Sandra emphasized the importance of interaction between commissioners. They agreed to distribute a calendar for commissioners to commit to at least one event per year, with the option to trade dates if needed.   We  also discussed the upcoming Auditors' community survey.

Community Feedback Strategy Discussion

The group discussed strategies for gathering community feedback on Measure U funding, noting that the current city survey has demographic limitations. Sandra suggested working directly with council members to conduct brief surveys at existing community events rather than organizing separate focus groups, as this would leverage existing activities and engage council members in the process. Marbella stated that at the Monday Commission meeting,  the past survey questions will be discussed and decided on the final version to be given to the Auditor.

Promoting Measure U Strategies

The group discussed strategies for promoting Measure U and its community survey. They agreed to have Commissioner Goris participate in a podcast to raise awareness about Measure U. Jessica offered to schedule a presentation for the community ambassador group in January or March. The group also discussed venue options for future City Connect events, with Goris mentioning potential challenges with District 8's location.
