Recommendation

Recommendation: Pass a Motion authorizing the City Manager or designee to execute a Professional Services Agreement with Carollo Engineers, Inc., to conduct a condition assessment of the Combined Wastewater Treatment Plan (CWTP) to identify structural, operational, and maintenance issues, followed by a Business Case Evaluation (BCE) to evaluate repair or upgrade options to extend asset life based on the assessment findings, for the Condition Assessment Program (I14010800), for an amount not to exceed $735,500.

Description/Analysis

IssueDetail

Issue Detail: Staff recommends City Council approve an agreement with Carollo Engineers, Inc., to conduct a condition assessment of the CWTP to identify structural, operational, and maintenance issues, followed by a BCE to evaluate repair or upgrade options to extend asset life based on the assessment findings.

The CWTP is a critical wet-weather primary treatment and disinfection facility supporting the City’s Combined Sewer System (CSS). Aging components and infrastructure present operational and regulatory risks, requiring a detailed assessment to ensure reliability, compliance, and continuity of operations.

City staff cannot perform the work because the CWTP assessment and BCE require specialized structural, mechanical, electrical, and process‑engineering expertise that exceeds internal capacity. Internal assessment was considered but would be less comprehensive and would significantly increase staff workload.

PolicyConsiderations

Policy Considerations: City Council approval is required for professional service agreements of $250,000 or more per City Code 3.56.090. This project is consistent with the 2040 General Plan Policy PFS-3 to have efficient, high-quality utility infrastructure and services to meet the needs of residents and business throughout the city.

Economic Impacts: None.

EnvironmentalConsiderations

Environmental Considerations: The current project has been determined to be exempt from the requirements of CEQA, under Section 15061(b)(3), which states that CEQA applies only to projects that have the potential for causing a significant effect on the environment.  The current proposal involves a condition assessment and evaluation.  Therefore, it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment.

Sustainability

Sustainability: The proposed project is consistent with the 2040 General Plan under PFS-3.6 as it supports long‑term resilience and reliability of critical wastewater infrastructure for the CSS. The project improves system reliability, reduces the risk of wet‑weather overflows, and supports compliance with water‑quality regulations.

RationaleforRecommendation

Rationale for Recommendation: On March 13, 2026, a Request for Proposal (RFP) (P26141323005) was advertised and issued on PlanetBids for a condition assessment and business case evaluation of the CWTP.  On the due date of April 3, 2026, one proposal was received.

Background

Background: The CWTP has operated as a wet‑weather primary treatment and disinfection facility since 1979, following decades of evolution in wastewater regulations, facility construction, and regionalization of treatment operations. It remains a critical component of the City's Combined Sewer System, reducing combined sewer overflows and supporting compliance with the National Pollutant Elimination System (NPDES) permit. With aging infrastructure and more than 40 years of operation, a comprehensive Condition Assessment and BCE are necessary to inform future capital improvement planning, maintain regulatory compliance, and continue protecting public health and water quality.
