Description/Analysis

IssueDetail

Issue Detail: Staff recommends Council award a construction contract to Pisor Fence Division, Inc., to replace portions of the existing fencing and upgrade the lighting at Sump 157.

End

PolicyConsiderations

Policy Considerations: City Council approval is required to award contracts of $250,000 or more. The action requested conforms with City Code section 3.56.020, which provides for award of competitively bid contracts to the lowest responsible bidder.

EconomicImpacts

Economic Impacts: The construction portion of this project is expected to create 2.13 total jobs (1.22 direct jobs and 0.90 jobs through indirect and induced activities) and create $328,411.82 in total economic output ($207,000.48 of direct output and another $121,411.34 of output through indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER).  CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period.  Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

End

EnvironmentalConsiderations

Environmental Considerations: The project to replace existing fencing and upgrade lighting has been determined to be categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction). The project includes operation, repair, maintenance, or minor alteration of existing facilities (15301); and the replacing of existing security improvements at Sump 157 (utility systems) involving no expansion of capacity (15302 (c)).

End

Sustainability

Sustainability: The proposed project is consistent with the 2040 General Plan Policy PFS-2.2 as it protects and maintains critical infrastructure by replacing damaged, substandard and impaired fencing with new fencing that exceeds current standards, and upgrades lighting to LED which will greatly increase security at the site.

Commission/Committee Action

Commission/Committee Action: Not applicable.

RationaleforRecommendation

Rationale for Recommendation: The project was advertised, and six bids were received and opened on December 3, 2025.  Upon bid opening, Anaba Construction, Inc. was determined to be the low bidder, but due to estimating abnormalities they have requested that the City of Sacramento allow them to withdraw their bid. Therefore, Pisor Fence Division, Inc. is now the lowest responsible and responsive bidder.

The bid results are as follows:

Contractor

Amount

Pisor Fence Division, Inc.

$531,897

Roebbelen Contracting, Inc.

$671,665

EVT Builders

$675,000

CWS Construction Group, Inc.

$745,000

Sloan Security Group, Inc.

$833,208

Anaba Construction Inc.  BID WITHDRAWN

$495,200

The Engineer’s construction cost estimate was $504,565.

FinancialConsiderations

Financial Considerations: Sufficient funds exist in the Drainage Sump Replacement & Rehabilitation Program (W14130600, Fund 6021) to award a contract to Pisor Fence Division, Inc., for an amount  not to exceed $531,897.

There are no General Funds allocated or planned for this contract.

Background

Background: Sump 157 was originally constructed in 1955 by the Sacramento and San Joaquin Drainage District to pump stormwater from Magpie Creek and the I-80 South Drive to the Natomas East Main Drainage Canal.  In 1993, the ownership of the sump station was transferred to the City of Sacramento.  Because of its location, vandalism and trespassing has been a recurring issue at the station and its surrounding area. Some recorded incidents include graffiti, illegal dumping, loitering, damage to city property (fences, locks, gates, and electrical equipment), aggressive dogs, and gunshots.
