Recommendation: Pass a Motion: 1) authorizing the City Manager or designee to execute Contract Amendment No. 1 to City Agreement No. PRC003926 with Heritage Landscape Supply, Inc for irrigation supplies increasing the total not-to-exceed amount to $360,000 over the three-year term; and 2) resetting the City Manager’s or designee’s authority to execute contract amendments.

Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) has a need to purchase a variety of irrigation supplies required to operate, repair, and maintain over 3,000 acres of city parks, dog parks, and sports fields within parks throughout the City of Sacramento.

 

YPCE staff requests a $160,000 increase to the current agreement to continue purchasing irrigation supplies for city parks. This funding is essential to maintain healthy turf, plants, and trees throughout the park system. The acquisition of irrigation equipment and replacement parts ensures that irrigation systems operate efficiently, supporting the sustainability and vitality of landscaped areas.

RationaleforRecommendation

Rationale for Recommendation: On May 15, 2025, the Maintenance Services Division of the Department of Public Works released RFB No. B25151681043 to purchase irrigation parts and components. Staff received two proposals. The lowest responsive and responsible bidder was determined to be Heritage Landscape Supply, Inc.

FinancialConsiderations

Financial Considerations: The three-year contract for the period beginning January 1, 2026, had a not-to-exceed amount of $200,000. The proposed Contract Amendment No. 1 in the amount of $160,000 would increase the agreement’s not-to-exceed amount to $360,000.

 

Sufficient funding is available in YPCE’s proposed operating budget for the Fiscal Year 2026/27 services (subject to Council approval).  Any further extensions of this contract are subject to sufficient funding in the applicable fiscal year’s budget.
